إضراب 28 أكتوبر 1956 بمنطقة الشلف وأهميته

Résumé: تتناول هذه الدراسة التّاريخية التي تندرج ضمن التّاريخ المحلّي لمنطقة الشلف موضوع اضراب التجار والحرفيين والعمال بمنطقة الشلف في 28 من شهر أكتوبر 1956. وتكمن أهمية هذه الدّراسة في كون أن هذا الاضراب جاء في سياق تاريخي خاص؛ فهو لا يندرج ضمن لإضراب الطلبة في 19 من ماي 1956، ولا يندرج أيضا في سياق إضراب الثمانية أيام الذي كان بين 28 جانفي إلى غاية 04 فبراير 1957. إن هذا الاضراب الذي يندرج في إطار العصيان المدني كعمل نضالي مصاحب للفعل الثّوري المسلّح، بالإضافة إلى نضالات أخرى في جبهات أخرى كالديبلوماسية السياسية والرياضية وغيرهما، تفاعل معه سكان مدينة الشلف من التجار والحرفيين والعمال بشكل واسع جدا، وكذلكم الأمر في بلديات أخرى كالعبادية وبوقادير والشلف، وإلى حدّ ما مدينة تنس وسيدي عكاشة ذات الكثافة الأوربية العالية. يعتبر اضراب 28 من أكتوبر بالشلف، من تدبير جبهة التحرير الوطني دونما شك، كتمهيد وكجس للنبض تمهيدا لإضراب الثمانية أيام المبرمج من قبل قيادات الثورة التحريرية، والذي قامت به في احدى دوائر ولاية الجزائر (الشلف)، أو يمكن اعتباره كرد فعل سلبي للجبهة بعد أن صدر القرار الإداري في 28 جوان 1956 والذي قضى بترقية دائرة الشلف إلى ولاية بكامل الصلاحيات، الأمر الذي أخّر تنصيب أول والي لها إلى غاية 06 ديسمبر 1956. This historical study, deals with the strike of merchants, artisans and workers in the Chlef region on 28 October 1956. The importance of this study lies in the fact that this strike came in a special historical context; it does not fall within the student strike of 19 May 1956, nor does it fall within the context of the eight-day strike that took place between 28 January and 04 February 1957. This strike, which falls within the framework of civil disobedience as a militant action accompanying the armed revolutionary action, in addition to other struggles on other fronts such as political diplomacy, sports and others, was widely responded to by the inhabitants of the city of Chlef, including traders, artisans and workers, as well as in other municipalities such as El Abadia, Boukadir, Chlef and to some extent the city of Tens and Sidi Oukacha with a high concentration of Europeans. The strike of 28 October in Chlef was undoubtedly organised by the FLN, as a prelude to the eight-day strike planned by the leaders of the Liberation Revolution, which took place in one of the districts of Algiers Province, It can also be seen as a reaction by the FLN After the colonial administration's decision to make Chlef a province on 28 June 1956; which delayed the installation of its first governor until 06 December 1956.
