Résumé: We dealt with the substance of this study the subject of exchange rate fluctuations and their impact on the balance of payments, trying to answer to the problem posed in the research, namely: What is the effect of exchange rate fluctuations on the balance of payments each from Algeria, France and Malaysia? In between the period (2004-2014), and the most important results of the study were as follows: - That the results achieved on the overall balance of the improvement to the balance of the balance of payments Algerian level, and the high volume of exchange reserves and declining external debt, the result of rising fuel prices, as a large proportion of the incomes of Algeria in hard currency lost as a result of variation traded currencies between exports and imports; - Benefited Malaysia from the large opening to the outside, where managed to get out of the crisis that hit the countries of Southeast Asia, through reliance on export diver sification as the biggest exporters of industrial and technical goods in South-East Asia region and The stability of its exchange rate has helped to improve the balance of payments; - the Balance of the payments French declined in recent years, which saw increased significantly in value of the euro against the dollar and other currencies, and this in the face of rising value of petroleum imports, which represent a large proportion of the total French imports, and the decline of foreign direct investment sharply since 2003. Through these results we concluded by saying that the diversification of imports outside the Euro-zone limits arising on translation of US dollar against the euro exchange losses, and the diversification of Algerian exports outside hydrocarbons is essential to avoid the oil crises stemming from the decline in oil prices.
