تقلبات أسعار البترول واثرها على احتياطيات الصرف الأجنبي دراسة مقارنة -الجزائر، المملكة العربية السعودية، فنزويلا- للفترة (2000- 2020)

Résumé: تهدف هذه الدراسة لقياس اثر تقلبات أسعار البترول على احتياطيات الصرف الأجنبي على ثلاث دول ريعية المتمثلة في الجزائر، المملكة العربية السعودية وفنزويلا للفترة مابين (2000- 2020)، حيث تم استخدام المنهج الوصفي التحليلي وكذلك المنهج المقارن بالإضافة الى منهج تحليلي قياسي. وقد التوصل الى وجود اثر إيجابي لتقلبات أسعار البترول على احتياطيات الصرف الأجنبي بكل من الجزائر والمملكة العربية السعودية وهذا لسيطرت الصادرات البترولية على اجمالي الصادرات، أما فيما يخص فنزويلا تم التوصل الى عدم وجود اثر لتقلبات أسعار البترول على احتياطيات الصرف الأجنبي ويعزى ذلك الى الازمة الاقتصادية التي تعيشها البلاد، لذا يجب ضرورة تبني استراتجية واضحة المعالم من قبل الدول الريعية عامة ومحل الدراسة خاصة بالاستغلال الأمثل لهذا الاحتياطي. This study aims to measure the impact of oil price fluctuations on foreign exchange reserves on three rentier countries represented in Algeria, Saudi Arabia and Venezuela for the period between (2000-2020), where the descriptive analytical method was used as well as the comparative method in addition to a standard analytical method. It has been found that there is a positive impact of oil price fluctuations on foreign exchange reserves in Algeria and Saudi Arabia, and this is because petroleum exports dominated the total exports, but with regard to Venezuela, it was concluded that there is no impact of oil price fluctuations on foreign exchange reserves, due to the economic crisis experienced country, so it must be necessary to adopt a clear strategy by the rentier countries in general and the subject of study in particular for the optimal exploitation of this reserve.
