In implementation of the 2030 Agenda for Sustainable Development, including Goal 14 on “Conserve and sustainably use the oceans, seas and marine resources”, the blue economy provides small island developing States with the path to economic growth and development designed to enhance the livelihoods of the poor and create jobs and resilience through The Blue Growth Initiative, however, the prolonged closure of economic and tourism activities in the wake of the Corona pandemic led to significant losses in the national income of small island developing states due to excessive dependence on one or two economic sectors, high fiscal deficits and public debt levels. It is necessary to devise new financing mechanisms to attract impactful investment in order to diversify the economies of these countries and build resilience to face challenges.
