واقع وتحديات النقل البحري في الدول العربية دراسة حالة مجموعة الدول العربية

Résumé: "يكتسب قطاع النقل البحري أهمية خاصة في المنطقة العربية على ضوء موقع المنطقة وثرواēا الطبيعية وخاصة من النفط والغاز. إن تحفيز هذا القطاع وزيادة تنافسيته ينعكسان إيجابا على العديد من القطاعات الأخرى، ومن الضروري الاستفادة من الموقع الجغرافي الاستراتيجي للدول العربية لزيادة تنافسية قطاع النقل، ولقياس تنافسية قطاع النقل، يتم استخدام عدة مقاييس ومؤشرات أداء لتقييم قطاعات فرعية ضمنه، من بينها مؤشر الأداء اللوجستي، إضافة إلى مؤشر ارتباط موانئ الدولة بموانئ العالم. ēدف هذه الدراسة إلى المساهمة في تحسين المعرفة بقطاع النقل البحري في الدول العربية، حيث قمنا بتحليل مؤشر الخدمات اللوجستية للموانئ البحرية العربية وكذا مؤشر ارتباط موانئ هذه الدول بموانئ العالم خلال الفترة (2010-2018 ،(وهذا باستخدام الإحصائيات المختلفة الصادرة عن صندوق النقد العربي ومؤشرات التنمية العالمية الصادرة عن البنك الدولي. وقد توصلت الدراسة إلى أن القطاع اللوجستي في كثير من الموانئ العربية وعلى الأخص الدول العربية غير النفطية منها بأنه لم يتطور بنفس التطور العالمي، وهذا بسبب عدم قدرته على التكيف مع التطورات التكنولوجية الحديثة والتي كان لها انعكاساēا الخطيرة على القدرة التنافسية، كما تتباين كفاءة النقل البحري تباينا كبيرا في المنطقة فبعض الموانئ تتميز بإنتاجية عظيمة، في حين تفتقر إلى ذلك موانئ أخرى.""The maritime transport sector is gaining special importance in the Arab region in light of the region’s location and its natural resources, especially oil and gas. The stimulation of this sector and its increase in competitiveness are positively reflected in many other sectors, and it is necessary to take advantage of the strategic geographic location of the Arab countries to increase the competitiveness of the transport sector, and to measure the competitiveness of the transport sector, several measures and performance indicators are used to evaluate sub-sectors within it, including the Logistic Performance Index, In addition to the index of linking the country's ports to the world's ports. This study aims to contribute to improving knowledge of the maritime transport sector in the Arab countries, as we analyzed the logistics services index for Arab seaports, as well as the indicator of the connection of these countries' ports to world ports during the period (2010-2018), and this is using the various statistics issued by the Arab Monetary Fund and indicators Global development issued by the World Bank. The study found that the logistics sector in many Arab ports, especially the non-oil Arab countries, has not developed with the same global development, and this is due to its inability to adapt to modern technological developments, which have had serious implications for competitiveness, and the efficiency of maritime transport varies. There is great variation in the region, as some ports are characterized by great productivity, while others do not."
