Résumé: This study aims to know the role that ethical leadership contributes to the development of human resources in Algerian institutions in general, and in the Air Algerie Foundation in Ouargla in particular. The case study method was used in the practical aspect of the study, where the questionnaire was relied on as a basic tool for collecting study data from a sample of (25) workers, as the spss program was used to process the study data. Accordingly, the study reached a set of results, the most important of which are: There is a statistically significant effect between ethical leadership and human resource development, and this reinforces the value of the correlation coefficient (R = 0.475) and the direct relationship, while the explanatory power of the model reached (225.R = 0). The study also concluded that there is an ethical leadership at the Air Algerie Foundation in Ouargla that positively affects the development of human resources among its employees.
