"الاستثناء الديمقراطي العربي" بين نفي "الربيع العربي" وعودة الدولة

Résumé: ملخص: تناقش هذه الدراسة التحولات السياسية التي شهدتها المنطقة العربية في 2011، في إطار ما يسمى بـ"الربيع العربي"، فقد شهدت تونس مصر تحولات جيوستراتيجية تمثلت في سقوط رأسي النظام زين العابدين بن علي وحسني مبارك. ليدخل البلدان عقب ذلك مرحلة انتقالية توجت بتنظيم انتخابات برلمانية ورئاسية أجمع المراقبون على نزاهتها وديمقراطيتها. هذا ما جعل عديد الباحثين يعيدون النظر في أطروحة "الاستثناء الديمقراطي العربي"، بعد أن اكتشفوا أن المنطقة العربية ليست عصيّة على الديمقراطية مثلما يروج له تيار فكري واسع في الغرب. فالبيئة العربية لا تتعارض مع الديمقراطية، والعملية السياسية سيكتب لها النجاح إذا توفرت لها الشروط المناسبة. بيد أن ما جرى في مصر في 2013، وفي تونس 2021، أعاد الاعتبار لفكرة "الاستثناء الديمقراطي العربي"، وأكد على عودة الدولة في المنطقة. Abstract: This study discusses the political transformations that the Arab region witnessed in 2011, in the context of the so-called “Arab Spring.” Tunisia and Egypt witnessed geostrategic shifts represented in the fall of the regimes Zine El Abidine Ben Ali and Hosni Mubarak. After that, the two countries entered a transitional phase that culminated in the organization of parliamentary and presidential elections. Scholars agreed that they were fair and democratic. This is what made many researchers reconsider the thesis of the "Arab democratic exception", after they discovered that the Arab region is not so hard on democracy as a broad intellectual trend in the West promotes. The Arab environment is not incompatible with democracy, and the political process will be successful if the appropriate conditions are met for it. However, what happened in Egypt in 2013, and in Tunisia in 2021, reconsidered the idea of an "Arab democratic exception", and emphasized the return of the State in the region.
