واقع وآفاق استثمار أموال الوقف في الجزائر

Résumé: تزخر منظومتنا الاقتصادية الإسلامية بجملة من الضوابط والآليات والمؤسسات التي تضمن حسن استغلال أموال المسلمين إنفاقا واستثمارا وادخارا بما يخدم الأهداف التنموية للمجتمع الإسلامي، وبما يحرص على استمرار الثواب الأخروي، ولعل من بين أهم المؤسسات التي تخدم هذه الأهداف مؤسسة الوقف لما لها من دور جوهري في تثمير أموال المسلمين وحفظ حقوق الأجيال القادمة، إذ أنها تعمل على المحافظة على رأس المال وصرف الزيادة والربح على الموقوف عليهم. في الآونة الأخيرة أبدت السلطات القائمة على الأوقاف في الجزائر اهتماما بالغا بإعادة إحياء دورها في المجتمع و عملت بالتعاون والتشاور مع الهيئات العلمية كالجامعات ومراكز البحث لبيان هذا الدور وكيفية تفعيله. وقد جاءت هذه الورقة البحثية للإسهام في هذا المجال بتبيان واقع الاستثمار في الأموال الوقفية في الجزائر وعرض أهم العوائق في هذا المجال بالإضافة إلى آفاق هذا القطاع في الجزائر. Abstract: Our Islamic economic system is rich in a number of disciplines, Mechanisms and institutions that ensure the exploitation of the muslim’s funds in terms of spending investment and savings to serve the developmental objectives of the Islamic community. Perhaps one of the most important institutions that serve these objectives is the Waqf Foundation because of its essential role in the investment of muslim’s money and in safe guarding the rights of future generations .As it works to preserve the capital and disbursement of surplus and profit to the beneficiaries. Recently, the Awqaf authorities in Algeria have shown great interest in reviving their role in society and worked in cooperation and consultation with scientific institutions such as universities and research centers to explain this role and how to activate it .This research paper is intended to contribute to this field by showing the reality of investment in Waqf funds in Algeria and presenting the most important obstacles in this area in addition to th prospects of this sector in Algeria.
