اتجاهات تعامل بنك الجزائر مع تطورات السيولة البنكية في الجزائر خلال الفترة (2002-2016)

Résumé: تهدف هذه الدراسة إلى تحديد وضعية السيولة البنكية في الجزائر خلال الفترة (2002-2016) وذلك بالاعتماد على تحليل الفجوة بين الودائع المجمعة والقروض الممنوحة ودراسة سلوك العوامل المستقلة المتحكمة فيها، كما تهدف إلى فهم سياسة بنك الجزائر في ضبط السيولة البنكية. وتوصلت هذه الدراسة إلى أن السيولة البنكية عرفت تغيرات نتيجة ارتباطها بدرجة كبيرة بأسعار النفط؛ حيث شهدت مرحلة سجلت فيها فائضا هيكليا بفعل تحسن العوائد النفطية إلا أن بنك الجزائر تمكن من التحكم فيه باستخدام أدوات السياسة النقدية التقليدية وسياسة الضبط الدقيق، كما شهدت مرحلة تحول فيها الفائض إلى عجز نتيجة تدهور أسعار النفط غير أن بنك الجزائر تمكن من إعادة الاستقرار للسيولة البنكية من خلال أدوات السياسة النقدية ولجوئه إلى التمويل غير التقليدي. ABSTRACT This study aims to determine the situation of Algeria’s bank liquidity during the period (2002-2016), it is based on the analysis of the gap between the collected deposits and loans granted and to study the behaviour of independent factors controlling them, it also aims to present the Bank of Algeria’s policy in the regulation of bank liquidity. It deduced that bank’s liquidity changed due to its high correlation with oil prices, as it witnessed a stage of structural surplus due to improved oil revenues. But the Bank of Algeria managed to control it using traditional monetary policy instruments and fine tuning policy, However, it also witnessed a phase in which the surplus turned towards deficit as the oil prices deteriorated, nevertheless the Bank of Algeria has been able to restore stability of bank liquidity .through monetary policy instruments and its recourse to non-conventional financing
