نحو تطوير نظام تمويل النقل الحضري الجماعي في الجزائر

Résumé: Urban public transport needs much more money both for the implementation of major infrastructure investment projects of establishing new transport systems, and for operating these systems after its implementation. The need of urban public transport for sustainable funding sources made the interest in funding mechanisms an important topic in the field of operating sustainable urban public transport systems, especially since most international experiences proved that the income generated from the fares usually ranges between 20% and 40% of the operating costs of urban public transport systems, and therefore it is necessary to find innovative funding sources and mechanisms. On this basis, this research came to examine the possibility of enhancing the contribution of passengers and private car users in funding the operating cost of urban public transport systems in Algeria, by studying the case of the tram and the subway of Algiers as an example. Along with the available official data and statistics, the current research employed survey methodology to discuss the opportunities and limitations of five main potential funding mechanisms: 1) the review of the current pricing policy; 2) the improvement of the provided quality of service; and 3) the fight against passengers’ fare evasion; 4) Implementation of urban congestion charging; 5) organizing paid parking in urban areas. At the end, the research suggests a set of corrective actions that should be put into place quickly, in order to truly reduce the strong dependency on public funding to cover the operating deficit of the tram of Algiers. يحتاج النقل الحضري الجماعي إلى مبالغ مالية كبيرة سواء لتنفيذ مشاريع استثمارات البنى التحتية الرئيسية من أجل إنشاء أنظمة نقل جديدة، أو على مستوى تشغيل هذه الأنظمة بعد تنفيذها. حاجة النقل الحضري الجماعي إلى مصادر تمويل مستدامة جعل الاهتمام بآليات التمويل موضوعا في غاية الأهمية في مجال تشغيل أنظمة النقل الحضري الجماعي المستدام، لاسيما و ان معظم التجارب الدولية اثبتت ان الايرادات المتاتية من تحصيل اجور الاركاب تشكل في الغالب ما يتراوح بين 20% و 40% من اجمالي الاموال المرصودة لتامين تشغيل نقل جماعي حضري مستدام، و لذلك من الضروري جدا ايجاد مصادر و اليات تمويل مبتكرة. على هذا الاساس، جاء هذا البحث لاختبار مدى امكانية تعزيز مساهمة الركاب ومستخدمي السيارة الخاصة في تمويل تكاليف تشغيل النقل الحضري الجماعي في الجزائر، و ذلك من خلال دراسة حالة القطار الحضري و قطار الانفاق لمدينة الجزائر العاصمة مثالا. الى جانب البيانات و الاحصائيات الرسمية المتاحة، استند البحث الحالي الى منهجية المسح الميداني بغية مناقشة الفرص و القيود المرتبطة بامكانية تبني خمس اليات تمويل رئيسية: 1) مراجعة السياسة الحالية لتسعير تذاكر الركوب؛ و2) تحسين جودة الخدمة المقدمة؛ و3) تعزيز جهود مكافحة التهرب من دفع ثمن تذاكر الركوب؛ و4) فرض رسم دخول السيارات الخاصة الى الوسط الحضري؛ و5) تنظيم تطبيق الرسم على وقوف السيارات الخاصة بالوسط الحضري. في الاخير يقترح البحث جملة من الاجراءات التصحيحية واجبة التطبيق على وجه السرعة،بغية الحد من الاعتماد التام على الدعم الحكومي لتغطية العجز المالي المرتبط بتشغيل ترامواي الجزائر العاصمة.
