الإطار النظري والتنظيمي للمقاولاتية في الجزائر

Résumé: تهدف هذه الدراسة إلى معرفة موقع المقاولاتية من خلال التطرق إلى الإطار النظري والتنظيمي والهيئات والوسائل الداعمة والناظمة لها، كما سنتطرق في هذه إلى الأساس القانوني للمؤسسات الصغيرة والمتوسطة و حاضنات الأعمال وما مدى نجاعة هذه الوسائل في دعم وترقية المقاولاتية في الجزائر سواء كانت مباشرة مثل ANSEJ. ANJEM .CNAC أو غير مباشرة مثل صندوق ضمان القروض التي تم وضعها من طرف المشرع الجزائري لتحقيق التنمية المستدامة، كما تهدف هذه الدراسة إلى معرفة أسباب تأخر انطلاق حاضنات الأعمال ومعوقات انتشارها في الجزائر، كما تم التوصل في هذه الدراسة إلى أن دعم وترقية المقاولاتية لا يرتبط بالوسائل القانونية والادارية فقط بل لابد من تبني ثقافة وروح المقاولاتية من طرف المجتمع . كلمات مفتاحية : المقاول ، للمقاولاتية ، مؤسسة صغيرة ومتوسطة ، حاضنات الأعمال ، مؤسسة ناشئة Abstract: This study aims at knowing the location of contracting by addressing the theoretical and organizational framework and the supporting and regulatory means. We will also address the legal basis of SMEs and business incubators and how effective these means are in supporting and promoting contracting in Algeria, whether directly like ANSEJ. ANJEM .CNAC or indirectly such as the loan guarantee fund established by Algerian legislator to achieve sustainable development The study also seeks to identify the reasons for the delayed start of business incubators and the obstacles to their spread in Algeria. The study also found that the support and promotion of entrepreneurship is not linked only to legal and administrative means, but must adopt the culture and spirit of contracting by society.
