النظام القانوني للأمن المائي في الجزائر

Résumé: يعتبر الأمن المائي أهم المحاور التي نالت اهتماما واسعاً لدى الباحثين والفاعلين من مؤسسات قانونية وهياكل إدارية ميدانية، نظراً لأنها أصبحت تشكل خطورة كبيرة على الأمن الإقليمي والأمن الوطني بشكل خاص وهذا راجع لندرة هذا المورد الأساسي والذي تتحقّق به متطلّبات التنمية المستدامة، وكونه يشكّل وجها من أوجه الأملاك الوطنية والمجالات الحيوية المتعلّقة بالبيئة، من هنا كان لزاما إحاطته بالحماية القانونية الكافية لمنع الممارسات غير الرشيدة والعقلانية من إهدار الموارد المائية. وانطلاقا ممّا سبق ستتمحور هذه الدراسة حول إحاطتها بالنصوص القانونية المتعلّقة بالموارد المائية من عدة أوجه، وكذا البحث حول مدى تجسيدها فعليا من الناحية الهيكلية. Water security is one of the most important areas of interest to researchers and actors from legal institutions and field administrative structures. As it has become a major threat to regional and national security in particular, owing to the scarcity of this essential resource and the requirements for sustainable development, Being an aspect of national property and vital areas related to the environment s human rights ", hence the need for adequate legal protection to prevent irrational and rational practices from wasting water resources. Starting from the foregoing, this study will be based on its briefing on legal texts on water resources in several respects, as well as on the extent to which they are actually structurally reflected.
