تفعيل التكامل الاقتصادي المغاربي كآلية لمواجهة التحديات العالمية و الإقليمية الراهنة

Résumé: استنادا إلى ما تملكه البلدان المغاربية من مقومات لا تمتلكها نماذج تكاملية أخرى كالإتحاد الأوروبي، إذ يبقى فقط على هذه الدول تفعيل هاته العوامل، ووضع المصلحة المشتركة فوق اعتبارات الزعامة والمصلحة الوطنية. و لا مفر للدول المغاربية من هذا الخيار الحيوي والإستراتيجي إذا أرادت أن تواجه التحديات الداخلية والخارجية على وجه الخصوص، وإذا أرادت أن يكون لها وزن إستراتيجي قوي وموقف تفاوضي تواجه به مختلف الإستراتيجيات والتكتلات الإقليمية عبر العالم، كاتفاقيات الشراكة الأوروبية والشراكة الأمريكية. وهذا ما يستدعي ضرورة التّسريع في تطبيق جملة من الآليات لإعادة تفعيل وبعث هذا التكتّل من جديد، لعل من أهمها ضرورة بناء مؤسسات مشتركة فعّالة تكون قادرة على إدارة العملية التّكاملية ككل وخصوصا قدرتها على ابتكار الحلول اللازمة والتغلّب على مختلف المعضلات.
