Résumé: يشكل التعاون اللامركزي بنوعيه المحلي والدولي آلية فعالة لتطوير وتنشيط العمل الجماعي ، وفتح المزيد من الآفاق أمام الجماعات المحلية حتى تستفيد من تجارب نظيراتها الوطنية والأجنبية في انجاز مشاريع تنموية اقتصادية أو اجتماعية أو ثقافية ذات فائدة أو اهتمام مشترك . وتبعا لذلك تسعى الورقة البحثية إلى رصد وتحليل واقع التعاون اللامركزي بين الجماعات المحلية الجزائرية والمتوسطية ، من خلال الكشف عن مدى تطوره وحصيلة مسيرته ، والتعرف على أهم التحديات التي تحول دون ترقيته وتفعيل دوره في تحقيق الأهداف التنموية للجماعات المحلية الجزائرية . Decentralized cooperation in its two local and international types is an effective mechanism for the development and revitalization of collective work and to open up more opportunities for local communities to benefit from the experiences of their national and foreign counterparts in the realization of economic, social or cultural projects whose interests or common concern. The document aims, therefore, to monitor and analyze the reality of decentralized cooperation between the Algerian and Mediterranean communities, revealing the extent of its development and the result of its procession and to identify the most important challenges that prevent its Promotion and activation of its role in achieving the development objectives of Algerian community groups.
