التمكين السياسي للمرآة في المنطقة العربية الفرص و القيود

Résumé: شكلت قضايا المرأة محور اهتمام المجتمع الدولي خلال النصف الثاني من القرن العشرين. وهذا ما أدى إلى تقنين و تدويل حقوق المرأة و تمكينها في سياق قضايا النوع الاجتماعي منذ بداية التسعينيات. باعتبار ان للمرأة أدوارا حاسمة في تحقيق التنمية الانسانية الشاملة من خلال تفعيل شراكة "ذكر / أنثى" على أساس مبدأ المساواة. هذا الشرط الذي لا غنى عنه يخدم كشرط أساسي لتمكين المرأة والرجل على حد سواء من كافة حقوقهم الانسانية ، وبخاصة الحقوق السياسية. في ظل الضغوط الخارجية المتزايدة فيما يتعلق بتمكين المرأة ،اتجهت البلدان العربية إلى مضاعفة وتنويع النصوص القانونية والخطابات الرسمية حول التمكين السياسي للمرأة. وقد أدخلت الدول المذكورة أعلاه هذه الإجراءات الجديدة في الحياة السياسية بفضل نظام الكوتا النسائية. حيث ارتفع مؤشر تواجد المرأة في المشهد السياسي بشكل ملحوظ في السنوات الأخيرة وأصبح محط تقدير و مع ذلك لا يزال واقع الممارسة السياسية للمرأة العربية ضعيفًا وغير مهم الامر الذي ادى إلى غياب التمكين السياسي الملموس للمرأة وعدم السماح لها بالظهور في الميدان السياسي الاكثر اهمية ، هذا الغياب هو ما يمنع المرأة من المشاركة بنشاط في عملية التنمية الشاملة،و يمكن تفسير هذا الوضع بالإشارة إلى الفجوة بين محتوى الخطاب الرسمي للنخب السياسية العربية وواقع الممارسة السياسية في المنطقة. الكلمات المفتاحية :المرأة ، التمكين ، التمكين السياسي ، المشاركة السياسية ، النوع الاجتماعي (الجندر ). Abstract Women issues were the focus of attention of the international community during the second half of the twentieth century. This is what led to the legalization and internationalization of women's rights and their empowerment in the context of gender issues since the beginning of the nineties. Considering that women have critical roles in achieving comprehensive human development by activating a "male / female" partnership based on the principle of equality. This indispensable condition serves as a prerequisite for the empowerment of women and men alike of all their human rights, especially political rights. In light of the increasing external pressures regarding women's empowerment, Arab countries have tended to multiply and diversify legal texts and official discourses on women's political empowerment. The countries mentioned above have introduced these new measures into political life thanks to the women's quota system. As the index of the presence of women in the political scene has increased significantly in recent years and has become appreciated. Nevertheless, the reality of the political practice of Arab women is still weak and insignificant, which led to the absence of tangible political empowerment of women and not allowing them to appear in the most important political field , this absence It is what prevents women from actively participating in the comprehensive development process,this situation can be explained by referring to the gap between the content of the official discourse of Arab political elites and the reality of political practice in the region.
