ضَوَابِطُ الوَقْفِ المُؤَقَتِ لِلنُقُودِ وَتَطْبِيقَاتُهِ التَمْوِيلِيَّةُ ضِمْنِ مَشَارِيعَ اقْتِصَادِيَة
Résumé: يستهدف هذا البحث الاستعانة بالقطاع الخيري الثالث لاستغلال الوقف المؤقت للنقود كوسيلةٍ تمويليةٍ لمشاريعَ إنتاجية ذات جدوى اقتصادية واجتماعية، عبر خطوات وإجراءات ميدانية عملية على ضوء التجربة الوقفية النيوزيلندية، وقد بدأ البحث بالتعرف على مفهوم ومشروعية الوقف النقدي المؤقت، ثم على تبيان محاسن التمويل بالوقف النقدي المؤقت، متوقفا عند أهم أحكام الوقف النقدي المؤقت، مستعرضا في الأخير مشروع الأوقاف النيوزيلندية الممول بالوقف النقدي المؤقت وأهم نتائجه التطبيقية، ولعل أهم ما خلَص إليه الباحثان هي جملة من الأحكام الفقهية المعينة على التطبيق العملي، وكذا إلى كفاءة وفعالية التمويل بالوقف النقدي المؤقت المسهم في تجميع رؤوس الأموال التي تحتاجها المشاريع والمؤسسات الاقتصادية، مما يرفع عددها ويقوي جانب التوظيف ويحسّن الاستهلاك والاستثمار والمستوى المعيشي، وما يصحب ذلك من تحسنٍ في أوضاع الأفراد والبلاد. This research aims to seek the third charitable sector help to exploit the temporary cash waqf of money as a financing method for productive projects of economic and social feasibility, realistic and practical steps and procedures in light of the New Zealand endowment experience, the research began by identifying the concept and legitimacy of temporary cash waqf, then on clarifying the merits of financing with the temporary monetary endowment, staying at the most important provisions of temporary cash waqf, reviewing in the end the New Zealand endowment project financed by temporary cash waqf and its most important practical results, the most important thing we have concluded is a set of jurisprudential rulings on practical application, as well as to the efficiency and effectiveness of financing through temporary cash waqf that contributes to accumulating the capital needed by projects and economic institutions, which increases their number and strengthens the employment side and improves consumption, investment and living standards, and Improving the condition of individuals and country
