Résumé: -مساهمة المنظمات الدولية غير الحكومية في تطبيق القانون الدولي الإنساني - الملخص: أمام إستمرار الصراعات تعددت النزاعات المسلحة و تطورت و أصبحت حقيقة موضوعية فرضت على العالم الضرورة في المعالجة القانونية لها بهدف إقرار قيود معينة على أطراف النزاع المسلح ، و ضمان الحماية الدولية لضحايا النزاعات المسلحة. هذا أدى بظهور القانون الدولي الإنساني و تطبيقه فرض وجود آليات عديدة تؤدي وظائفها من بينها المنظمات الدولية غير الحكومية التي أظهرت امكانياتها و قدراتها على تطبيق قواعد القانون الدولي الإنساني من خلال حماية ضحايا النزاعات المسلحة، و تقديم العون و الإغاثة للفئات المتضررة، و نشر قواعد هذا القانون بالإضافة إلى المركز الاستشاري الذي يخول لها اعداد التقارير و حضور المؤتمرات كشريك فعال للمنظمات الدولية الحكومية و الدول . Participation des organisations internationales non gouvernementales dans làpplication du droit international humain Résumé:Devant la persistance des litiges,les conflits armés se sont multipliés et ont évolué,Et cést devenu une réalité objective,qui a imposé au monde la nécessité d’un traitement légal,afin d’instaurer certaines restrictions aux parties du conflit armé,et de garantir la protection internationale des victimes des conflits armés. Ce qui a conduit à l’apparition du droit international humain,et son application a exigé l’existence de plusieurs mécanismes remplissant leurs fonctions,à savoir:les organisations internationales non gouvernementales,qui ont démontré leurs capacités et potentiels à appliquer les régles du droit international humain,à travers la protection des victimes des conflits armés,Et apporter aide et secours aux catégories affectés,Et publier les régles de cette loi en plus du centre de conseil qui lui confére d’établir des rapports et assister à des congrés en tant que partenaire actif des organisations internationales gouvernementales et des états. The contribution of international non-governmental organizations to the application of international humanitarian law Summary:Due to the continuation of conflicts , armed conflicts increased,developed, and became a reality that imposed on the world the necessity of legal reconciliation with the aim of establishing restrictions on the parties to the armed conflict and ensuring international protection for the victims of armed conflicts. This led to the emergence of international humanitarian law,and its application imposed the existence of several mechanisms that perform their functions,including international non-governmental organizations that have shown their qualifications and abilities to implement the rules of international humanitarian law by protecting victims of armed conflicts,providing aid and relief to affected groups,and publishing the rules of this law in addition to the advisory center that empowered them to prepare reports and attend conferences as an effective partner for government organizations and countries.
