الجريمة المعلوماتية : المفهوم - حتمية تطوير آليات التعاون الدولي في مجال مكافحتها

Résumé: ملخص : إنّ الجرائم المعلوماتية ، جرائم عابرة للحدود ، وقد يساهم أكثر من شخص في دول مختلفة في ارتكاب جريمة واحدة يقع ضحيتها العديد من الأفراد ، فتظهر مشكلة الاختلاف بين التشريعات الوطنية . ومكافحة الجريمة المعلوماتية تقتضي تحسين التعاون الدولي من خلال بناء سياسة جنائية مشتركة من أجل مكافحتها في جميع أنحاء العالم من خلال تنسيق وانسجام التشريعات الوطنية ببعضها البعض، و تعزيز قدرات القضاء ، إضافة إلى تحديد عقوبات الجرائم المعلوماتية في إطار القوانين المحلية، كلّه يندرج في مكافحة طبيعة هذه الجرائم والتي تتميز بطابع خاص تقني بالدرجة الأولى وتمس أمن واقتصاديات مختلف دول العالم . الكلمات المفتاحية : الجريمة المعلوماتية ، التعاون الدولي ، التشريعات الوطنية . ABSTRACT : The crimes of informatics, cross-border crimes, and contribute to more than one person in different countries in the commission of an offense is the lives of many individuals, reflected the problem of differences between national legislation. And combating computer crime requires improved international cooperation through the building of a common criminal policy to combat terrorism in all parts of the world through the coordination and harmonization of national legislation with each other, and strengthen the capacity of the judiciary, in addition to defining the punishment for crimes of informatics in the framework of local laws, all falls in the fight against the nature of these crimes, which are primarily technical character and affect the security of the economics of the various countries of the world.
