تعليق المشاركة في الاتحاد الإفريقي كآلية للحد من ظاهرة الإنقلابات العسكرية في إفريقيا

Résumé: الملخص: عرفت ظاهرة الإنقلابات العسكرية انتشارا واسعا في الأوساط الإفريقية منذ ستينيات القرن الماضي فشكلت تهديدا مستمرا للأمن والإستقرار والبناء السياسي في إفريقيا، فما لبثت دول القارة الإفريقية التعافي مما خلفه الإستعمار من مظاهر التخلف الإقتصادية والإجتماعية والسياسية والثقافية، حتى تصدرت الساحة السياسية الإفريقية موجة الإنقلابات العسكرية، لتمثل أحد أوجه إنعدام الإستقرار السياسي، وبغية الحد من الظاهرة وإحلال مظاهر الديمقراطية والتداول السلمي للسلطة قام الإتحاد الإفريقي بتبني أجهزة وآليات جديدة تنطوي ضمنه، والتي من بينها الميثاق الإفريقي للديمقراطية والإنتخابات والحكم الذي يؤكد على ضرورة شجب التغييرات غير الشرعية للحكومات، إضافة إلى فرض عقوبات على مرتكبي الإنقلاب، كما يسند الميثاق نص المادة 30 من القانون التأسيسي للاتحاد الإفريقي، والتي تقر بالحفاظ على الأنظمة الدستورية للدول الإفريقية من خلال إجراءات تعليق المشاركة في أنشطة الاتحاد للدول التي تصل الى السلطة بطرق غير دستورية، وهو ما يؤكد دعم الاتحاد الإفريقي وسعيه نحو تفعيل مظاهر الديمقراطية، وكفل حقوق الشعوب في اختيار رؤسائهم، وكذا التصدي لظاهرة الانقلابات العسكرية التي قوضت جهود إرساء الديمقراطية، وشجعت أعمال التمرد. Abstract: The phenomenon of military coups has spread widely in African circles since the sixties of the last century has posed a continuing threat to security, stability and political building in Africa, in order to reduce the phenomenon and bring about the manifestations of democracy and the peaceful transfer of power, the African Union adopted new mechanisms involving it, including the African Charter of Democracy and Elections and the government, which emphasizes the need to denounce the illegal changes of governments, It also confirms the text of Article 30 of the Constitutive Act of the African Union, which recognizes the preservation of the constitutional regulations of the African countries through the suspension of participation in the activities of the Union of States that reach power by unconstitutional means, also affirms the support of the African Union and its efforts to activate the manifestations of democracy. The peoples in choosing their superiors, as well as countering the phenomenon of military coups that undermined democratization efforts and encouraged the insurgency.
