الآثار الأمنية لاستراتيجية الطاقة الروسية تجاه أوروبا

Résumé: ومن أجل معالجة مسألة التأثيرات الأمنية والاستراتيجية للطاقة الروسية تجاه الاتحاد الأوروبي أكاديميا، كان لا بد من تنظيم الدراسة إلى فصلين. ويتناول الفصل الأول الأدبيات النظرية والمفاهيمية، بدءاً من تناول مفهوم الأمن بشكل عام ومن ثم إلى مفهوم أمن الطاقة بشكل أدق، بالإضافة إلى التطرق إلى جوانب محددات أمن الطاقة، والتصورات النظرية. للمفهوم وفقا لنظريات العلاقات الدولية، وكذلك مدى تمسك الاتحاد الأوروبي بمسألة الطاقة وارتباط الأخيرة بأمن الاتحاد، فضلا عن تحليل إحصائي لقيمة واردات الطاقة من روسيا نحو أوروبا. وفي الفصل الثاني من هذه الدراسة، تم تناول تأثير الطاقة الروسية على الاتحاد الأوروبي أمنياً وإستراتيجياً، من خلال تناول كافة جوانب الأزمة الأوكرانية سواء قبل الحرب أو بعدها. لقد ألقت أعباءها على عاتق الاتحاد الأوروبي، ولهذا نوقشت تأثيرات الطاقة الروسية على الاتحاد الأوروبي بشكل استراتيجي. ونجد أن الاتحاد الأوروبي رسم خريطة استراتيجية تتمثل في تنويع مصادر الطاقة والبحث عن بدائل أخرى تتمثل في التوجه نحو الطاقة المتجددة وكذلك تنويع الشركاء الدوليين في هذا المجال على غرار الجزائر شريك مهم واستراتيجي In order to address the issue of the security and strategic effects of Russian energy towards the European Union academically, we had to structure the study into two chapters. The first chapter deals with the theoretical and conceptual literature, from addressing the concept of security in general and then to the concept of energy security in a more precise manner, in addition to addressing To aspects of the determinants of energy security, and the theoretical perceptions of the concept according to the theories of international relations, as well as the extent to which the European Union adheres to theissue of energy and the latter's connection to the security of the union, as well as a statistical analysis of the value of energy imports from Russia towards Europe. In the second chapter of this study, the impact of Russian energy on the European Union, security and strategy, was addressed by addressing all aspects of the Ukrainian crisis, whether before or after the war. It cast its burdens on the European Union, and for this the effects of Russian energy onthe European Union were discussed strategically. We find that the EuropeanUnion drew a strategic map represented in diversifying energy sources andsearching for other alternatives represented in going towards renewableenergy, as well as diversifying international partners in this field along the lines of Algeria is an important and strategic partner.
