دور سياسات التحرير المالي في استقطاب الاستثمار الأجنبي المباشر دراسة حالة الجزائر 1990-2020

Résumé: "يعد التحرير المالي من أبرز معالم النظام المالي الجديد وأهم ملامح التطورات الاقتصادية البارزة، ونتيجة لآثار سياسات الكبح المالي في أواخر السبعينيات، شرع العديد من دول العالم بإجراء اصلاحات جذرية على مستوى أنظمتها المالية والاقتصادية، بإيعاز من البنك وصندوق النقد الدوليين. اتخذت الجزائر إجراءات تهدف الى اصلاح القطاع المالي وتحريره من كل أشكال الكبح المالي، حيث تعتبر سنة 1990 نقطة تحول في الاقتصاد الجزائري، وبداية برامج الاصلاح الاقتصادي، والذي كان للقطاع المالي فيه نصيب هام من خلال تطبيق سياسات التحرير المالي. يعتبر الاستثمار الأجنبي المباشر شكل من اشكال التمويل الدولي و هو ظاهرة اقتصادية تسمح بنقل رؤوس الأموال من دولة إلى أخرى، و تعطي صاحبها حق التملك و الإدارة للمشروع الاستثماري ،حيث شهد ازدهارا خلال القرن التاسع عشر مع بداية الثورة الصناعية ، و نظرا لأهميته اتجهت معظم الدول إلى فتح أبوابها أمامه قصد استقطابه، و بما أن الكثير من الدول النامية مثل الجزائر تعاني من العجز في تمويل استثماراتها فقد اتخذته كوسيلة بديلة لإنعاش اقتصادياتها. ساعد التحرير المالي في الجزائر بشكل ايجابي في استقطاب الاستثمارات الاجنبية، ومن خلال القوانين والاصلاحات التي أجرتها الجزائر استطاعت الاخيرة ان تحظى بنسبة أكبر من الاستثمار الاجنبي المباشر.
