العوامل النفسية والاجتماعية للتهرب الضريبي: دراسة مفاهيمية

Résumé: تشكل الارادات الضريبية أكبر وأهم مصدر للحكومة في الكثير من الدول. لكن نظرا لغياب الامتثال الضريبي الشامل، ميزانية الدول غالبا ما تحقق التوازن، والفرق بين الإيرادات والنفقات في تصاعد مستمر. لذلك، التهرب الضريبي هو أكبر التحديات الحالية للإدارة الضريبية. لذا تهدف هذه الدراسة إلى تسليط الضوء على مختلف العوامل النفسية والاجتماعية الممكنة التي تدفع بالمكلف إلى التهرب الضريبي. وبالاستناد إلى بعض الدراسات السابقة في المجال، توصلت هذه الدراسة إلى تحديد سبعة محددات نفسية واجتماعية، وهي: الوعي الضريبي، المعرفة الضريبية، الإنصاف الضريبي، الأخلاق الضريبية، تعقيد النظام الضريبي، تأثير الجماعة المرجعية، والتوجه الثقافي. Tax revenues are major and important income sources for governments in most countries. But, due to the lack of full tax compliance, governments budgets are rarely balanced, and the gap between revenue and spending is increasing. The tax evasion is the most challenged issue to tax administration. The aim of this study is to highlight the most important social and psychological factors that contribute to tax non-compliance. By exploring the literature in this field, this study identifies seven key determinants to tax evasion: tax awareness, tax knowledge, tax fairness, tax moral, perceived tax complexity, peer influence, individualism/collectivism oriented culture.
