تأثير الإعلام الجديد في صنع السياسة العامة في الجزائر من 2008 إلى 2017

Résumé: تتناول هذه الدراسة إشكالية اثر الاعلام الجديد في صنع السياسة العامة في الجزائر ولقد قمنا باخذ مواقع التواصل الاجتماعي في الجزائر نموذجا لمعرفة كيف يتم استخدام الاعلام الجديد عند الجزائريين ، محاولة منا للوصول الى كيف يؤثر الاعلام الجديد في صنع السياسة العامة ، وقما في هذه الدراسة بدراسة مدى اهتمام مواقع التواصل الاجتماعي في التاثير في السياسة العامة ومدى رغبتهم في المشاركة في صناعة القرار ، وقمنا أيضا بدراسة امد اهتمام صانع القرار السياسي في الجزائر براي مواقع التواصل الاجتماعي ، واي تهديد تشكله هذا الاعلام الجديد ، ولقد قمنا أيضا بطرح بعض اهام القضايا التي لعب الاعلام الجديد دورا هاما في التاثير على صانع القرار في الجزائر . ولقد وضعنا لهه الدراسة إشكالية هي كيف يوثر الاعلام الجديد في السياسة العامة في الجزائر ؟ وقد تمحورة اسائلة حول هذه الدراسة . ماهو الاعلام الجديد ؟ و ماهي السياسة العامة ؟ وكيف يوثر الاعلام الجديد على السياسة العامة ؟ ماهي اهم القضايا التي كان للاعلام الجديد الأثر فيها ؟ و الفرضية التي تم وضعها هي . للاعلام الجديد اثر كبير في صنع السياسة العامة في الجزائر فرضيات جزئية نجاعة السياسة العامة مرهونة بتمكين الاعلام الجديد . السياسة العامة في صياغها تتطلع على الاعلام الجديد. وعتمدنا في هذه الدراسة على ثلاثة مناهج و هم المنهج التاريخي من اجل معرفة تطورات المتغيرين و المنهج الوصفي التحليلي من اجل وصف الأوضاع ومنهج دراسة حالة وهي نموذج الجزائر . ولقد توصلنا من خلال هذه الدراسة الى مجموعة من الاستنتاجات وهي . يستخدم الجزائريين مواقع التواصل الاجتماعي كوسيلة اعلام جديد من اجل التعبير عن مشاكلهم و تضامنهم . ان تعدد الخدمات التي يتحها الاعلام الجديد تسمح لمستعملها في التاثير على صانع القرار السياسي. معضم التاثيرات التي كانت على صانع القرار كانت عبارة عن تضامن و اخدمة إنسانية اصبح الاعلام الجديد يشكل اكبر متنقد و مقيم للنشاط صانع القر Study Summary: This pedal is problematic because of the new media in the making of public policy in Algeria. We have taken the social networking sites in Algeria as a model to learn how the new media is used by Algerians, trying to understand how the new media influences policy making. The interest of social networking sites in influencing public policy and their desire to participate in decision-making, and we also studied the attention of the political decision-maker in Algeria to see social networking sites, and any threat posed by this new media, and we have also put some Inspired the issues that the new media played an important role in influencing decision makers in Algeria. We have made it problematic. How is the new media influencing public policy in Algeria? There has been speculation about this study. what is the new media ? What is the policy? And how does the new media affect public policy? What are the most important issues in which the new media has an impact? The hypothesis that has been developed is. The new media has a significant impact on policy-making in Algeria Hypotheses The effectiveness of public policy depends on enabling new media. Public policy in drafting looks forward to new media. In this study we have adopted three approaches, namely, the historical approach in order to know the evolution of the variables and the analytical descriptive approach to describe the situation and the methodology of a case study, namely the model of Algeria. In this study we have reached a set of conclusions. Algerians use social networking sites as a new medium of communication to express their problems and solidarity. The multiplicity of services offered by the new media allows its user to influence the political decision-maker. The influence of the decision maker was solidarity and human service The new media has become the biggest critic and evaluator of decision-making activity
