أثر اصلاحات المالية المحلية في تعزيز موارد الجماعات المحلية – دراسة حالة بلدية شروين- للفترة 2014-2017

Résumé: تعد الجماعات المحلية ( الولاية والبلدية) هيئات تمثل امتداد سلطة الدولة وسياستها على المستوى المحلي، بحيث تسعى الدولة من خلالها إلى التقرب من المواطن لتحقيق ما يتمناه من تنمية وتحسين لظروفه المعيشية، لذا وللوصول إلى ذلك لابد من توفير موارد مالية كبيرة تمكن الجماعات المحلية من ذلك. وعليه ومن خلال هذه الورقة نسعى إلى التعرف على الجماعات المحلية ودورها في التنمية المحلية، التطرق إلى أهم الإصلاحات التي عرفتها المالية المحلية وأثرها على تنمية الجماعات المحلية عامة وعلى بلدية شروين خاصة، لنتوصل إلى أن هذه الإصلاحات في بلدية شروين لم يتم الالتزام بها لذا هي تعاني من شح في الموارد مما يؤثر سلبا على التنمية فيها.
