دور الجامعة في تكوين رأس المال البشري لمواكبة تحديات الاقتصاد الرقمي دراسة حالة: كلية العلوم الاقتصادية والتجارية وعلوم التسيير جامعة عبد الحميد بن باديس "بمستغانم" الجزائر.

Résumé: تهدف هذه المداخلة إلى توضيح علاقة الارتباط بين المؤسسات التعليمية والقصد هنا الجامعة أو التعليم العالي ورأس المال البشري، وهذا لما لهذه المؤسسات من مخرجات التي تفي بمتطلبات السوق من الكم والكيف. ومع أهمية التعليم العالي ودوره الحيوي في المجتمع فإنه يواجه في عصر العولمة والمعرفة عديدًا من المشكلات والتحديات، لأن العنصر البشري يعد من أهم العناصر الإنتاجية التي يمكن أن تُسهم في تحقيق الأداء المتميز للمؤسسات في ظل حتمية الانتقال إلى الاقتصاد الرقمي، لكن لن يؤدي هذا العنصر دوره دون تعليم وتعلم، حيث يسهم التعليم في تراكم رأس المال البشري والتعلم في الاستثمار فيه. ومع حتمية التوجه نحو اقتصاد مبني على المعرفة فإن المؤسسات اليوم بحاجة ماسة إلى مرافقة الجامعة لكل مراحل الانتاج للوصول إلى قمة هرم الجودة بالإبداع والابتكار الذي يعد المفتاح الاساسي للتميز في الأداء. خلصت الدراسة ان الجامعة لها دور في صناعة الرأسمال البشري، اذ تختلف من تخصص الى أخر ومن مكان الى اخر ومن وقت الى اخر. This intervention aims to clarify the relationship between educational institutions, i.e. the higher education and human capital, because these institutions of outputs try to meet the market requirements of quantity and quality. With the importance of higher education and its vital role in society, it faces many problems and challenges in the era of globalization and knowledge, because the human capital is one of the most important productive factors that can contribute to achieving the outstanding performance of institutions in the inevitable transition to the digital economy, but this factor will not play its role without education and learning. Education contributes to the accumulation of human capital and learning to invest in it. With the imperative to move towards a knowledge-based economy, institutions today need to accompany the university to all stages of production to reach the top of the pyramid of quality creativity and innovation, which is the key to excellence in performance. The findings show that the university has a role in the creation of human capital, that varies from specialty to another, from one place to another and from time to time.
