الجمارك الرومانية في المغرب القديم ودورها في جباية ضريبة النقل Roman Customs In The Maghreb Antiquity And Their Role In The Collection Of Transport Tax

Résumé: الهدف من هذه الدراسة هو التطرق لمدى التنظيم الذي كان سائد ببلاد المغرب أثناء الاحتلال الروماني في مجال الجمارك ، والدور الذي لعبه في تحصيل ضريبة النقل، فالبحث يهتم بالتعريف بالجمارك تنظيمه، ودوره في مراقبة السلع وتحصيل وضريبة النقل، والتعريف بهذه الأخير وطرق تحصيل الرومان لهذه الضريبة الجمركية، ومظاهر الاعفاءات منها، مع ذكر أهم الموانئ والمحطات البرية، تلك التي خصصت لإقامة مكاتب للجمارك الرومانية ببلاد المغرب، لتفتيش السلع وفرض الضريبة عليها، وأهم التعريفات الجمركية التي نظمت عمل الجمارك بالمنطقة، وبينت لنا الوسائط المفروض عليها ضريبة النقل، والقوانين التي حددت عمل الجمركي الروماني في هذا المجال. Abstract: The aim of this study is to address the extent of the regulation that prevailed in the countries of Morocco during the Roman occupation in the field of customs, and the role it played in the collection of transport tax. Customs, and aspects of exemptions from them, with mention of the most important ports and land stations, those that were allocated to establish offices for Romanian customs in the Maghreb, to inspect goods and impose tax on them, and the most important customs tariffs that organized the work of customs in the region, and showed us the means imposed on transport tax, and the laws that determined the work Romanian customs in this area
