توجهات السياسة المالية في الجزائر على ضوء المخططات التنموية خلال الفترة (2010-2014)

Résumé: الملخص: ارتبطت توجهات السياسة المالية في الجزائر بالتطورات السياسية والاقتصادية. ومع بداية الألفية الثالثة انتهجت الجزائر سياسة مالية توسعية كان لها الأثر الواضح على مسار التنمية الاقتصادية والاجتماعية من خلال البرامج التنموية التي تم اعتمادها. حيث عرفت الجزائر برامج تنموية هامة تمثلت في برنامج الانعاش الاقتصادي، البرنامج التكميلي لدعم النمو، برنامج توطيد النمو أو البرنامج الخماسي للتنمية. إن مختلف هاته البرامج التنموية اعتمدت بشكل واضح على الفوائض المالية الناجمة عن ارتفاع أسعار المحروقات. وباعتبار السياسة الانفاقية أداة من أدوات السياسة المالية، فقد اعتمدتها الجزائر بشكل مكثف لتحقيق أهداف السياسة الاقتصادية. ويهدف هذا البحث إلى تقييم للسياسة التنموية الجزائرية باستخدام المنهج التحليلي من خلال التركيز على البرنامج الخماسي للفترة (2010-2014) كجزء من البرامج التنموية المهمة في السنوات الأخيرة. وقد تم التوصل إلى أن المخططات التنموية بقيت رهينة لقطاع المحروقات. كما أن البرامج التنموية المعتمدة مكملة لبعضها البعض وقد كان لها أثر على مختلف المؤشرات الاقتصادية. Abstract: The financial policy trends in Algeria have been linked to political and economic developments. At the beginning of the third millennium, Algeria adopted an expansionary financial policy that had a clear impact on the evolution of economic and social development through the development programs adopted. Algeria has undergone major development programs such as the Economic Recovery Program, the Supplementary Growth Support Program, the Growth Consolidation Program or the Five Year Development Program. These different development programs are clearly based on the financial surpluses resulting from rising oil prices. As a financial policy instrument, which has been widely adopted by Algeria to achieve its economic policy objectives. This research aims to evaluate Algerian development policy using the analytical method by focusing on the five-year program for the period (2010-2014) as part of the important development programs in recent years. It was concluded that development plans remained hostage to the hydrocarbons sector. The approved development programs are complementary to each other and they have had an impact on various economic indicators.
