Challenges For Developing Social Entrepreneurship In Algeria

Résumé: Over the last years, the interest for the potential of social entrepreneurship to support and produce economic and social development has increased substantially. Social Entrepreneurship is gaining attention in Algeria in last years, but its growth is still slow. This paper seeks to investigate the reality of social entrepreneurship in Algeria by analyzing its legal context, institutional structures and the challenges faced by social entrepreneurs. We first try to clarify the existing efforts for developing social entrepreneurship in Algeria, then we explore the environment of social enterprise and we describe the phenomenon of social entrepreneurship through its various characteristics in Algeria, and finally we analyze the main challenges faced by social enterprises. The analysis focuses on the legislative framework and some of the components of the ecosystem of social entrepreneurship. ازداد الاهتمام بدور ريادة الأعمال الاجتماعية في تحقيق التنمية الاقتصادية و الاجتماعية بشكل كبير في السنوات الماضية. بالنسبة للجزائر، و رغم إدراك أهمية ريادة الأعمال الاجتماعية، إلا أن نموها يبقى بطيئا. يهدف هذا المقال إلى التحري عن واقع ريادة الأعمال الاجتماعية في الجزائر من خلال تحليل الإطار القانوني و المؤسساتي لهذا النوع من ريادة الأعمال و أيضا التحديات التي يواجهها رواد الأعمال الاجتماعيون. حيث تم في البداية توضيح الجهود التي تبذل لتطوير ريادة الأعمال الاجتماعية ثم وصف البيئة التي تعمل فيها المؤسسات الاجتماعية و أهم خصائص ريادة الأعمال الاجتماعية في الجزائر و من ثم تحليل مختلف التحديات التي تواجه المؤسسات الاجتماعية في الجزائر. هذا التحليل يرتكز على الإطار التشريعي و بعض مكونات بيئة ريادة الأعمال الاجتماعية.
