دور تحسين الخدمات وتنويعها على تطوير سوق التأمين الجزائري في ظل اتفاقية تحرير تجارة الخدمات (الجاتس)

Résumé: تهدف هذه الدراسة لتحليل دور الخدمات في تقدم سوق التأمين الجزائرية، وذلك بتشخيص الوضع الحالي والحجم الفعلي لقطاع التأمين، بالإضافة إلى تأثيره على الاقتصاد الوطني، باستخدام مؤشرات إحصائية مثل حجم الإنتاج والكثافة. والبحث عن أهم المداخل الرئيسية لتحسين هذه الخدمات وتطوير سوق التأمين، تحت ظل مايُعرف بمفهوم اتفاقية تحرير تجارة الخدمات (GATS). وقد كشفت النتائج عن التأخر الكبير الذي يعاني منه قطاع التأمين الجزائري، حيث تُظهر قيم المؤشرات الاقتصادية في تقييم أداء نشاط التأمين في أي بلد ذلك التخلف، بالإضافة إلى ضعف الخدمات وتقليدية أدائها وردائتها. وأظهرت الدراسة أن تطوير هذا القطاع وتحوله ليتماشى مع متطلبات التحرير التجاري يتطلب إصلاحات جذرية وتنفيذ استراتيجيات تهدف إلى تعزيز كفاءته، للاستفادة من الفرص المتاحة في إطار الاتفاقية وتجنب التأثيرات السلبية لعملية تحرير التجارة في الخدمات المالية. This study aims to analyze the role of services in advancing the Algerian insurance market by diagnosing the current situation and the actual size of the insurance sector, in addition to its impact on the national economy, using statistical indicators such as production volume and density. The research seeks to identify the main entry points to improve these services and develop the insurance market under what is known as the General Agreement on Trade in Services (GATS) concept. The results revealed the significant lag experienced by the Algerian insurance sector, as economic indicators show the underperformance of insurance activity in any country where such indicators are evaluated, in addition to the weakness and traditional nature of its services and their inadequacy.
