دور الأحزاب السياسـية في رسم السياسة العامة في الجزائر

Résumé: تُعد الأحزاب السياسية من أهم التنظيمات السياسية التي تؤثر بشكل مباشر على سير وحركة النظام السياسي و ضمان استمراره و استقراره، فهي تؤدي دوراً مهماً في تنشيط الحياة السياسية و صارت تُشكل ركناً أساسياً من أركان النظم الديمقراطية، فأداء الأحزاب ينعكس سلباً أو إيجاباً على نوعية الحياة السياسية و على مستوى التطور الديمقراطي و التحديث السياسي و فاعلية النظام السياسي الذي يُعدّ انعكاساً للنظام الحزبي السائد في الدولة. و للأحزاب السياسية دور مهم في رسم السياسة العامة و تأطيرها، حيث تُعد إحدى قنوات المشاركة السياسية للمواطن، و كذا إحدى قنوات الاتصال السياسي المنظّم في المجتمع، إذْ يعدّها علماء السياسة، الركيزة القوية و المنظمة للربط بين القمة و القاعدة و كمحطة اتصال لازمة بين المواطنين و السلطة. تهدف هذه الدراسة إلى محاولة توضيح الدور الذي تلعبه الأحزاب السياسية في عملية رسم السياسة العامة في الجزائر، ومدى مساهمتها في ذلك كأحد أهم الفواعل غير الرسمية، باعتبارها المحرك للنشاط السياسي في الدولة، وهذا لما لها من انعكاسات على نوع السياسات المقدمة ودورها الفعلي في بلورة هذه السياسات، بالإضافة إلى علاقتها بالفرد والسلطة باعتبارها حلقة الوصل، فمع توجه الجزائر نحو الديمقراطية وتبنيها للتعددية الحزبية فتح الجبهة لظهور العديد من الأحزاب السياسية ما سمح بمشاركة هذه الأخيرة في الحياة السياسية وبالتالي في رسم السياسة العامة إلى جانب الفواعل الأخرى منها الرسمية وغير الرسمية، ولكن بالرغم من وجود هذا الكم الهائل من الأحزاب السياسية وتنوعها إلا أن فعاليتها بقت محدودة وذلك راجع إلى الهيمنة المزدوجة للسلطة التنفيذية ومؤسسة الرئاسة التي كرسها الدستور الجزائري Les partis politiques sont l’une des organisations politiques les plus importantes qui influent directement sur le fonctionnement du système politique et en assurent la continuité et la stabilité. Elle joue un rôle important dans l’activation de la vie politique et est devenue la pierre angulaire des systèmes démocratiques. La performance des partis politiques se répercute de manière négative ou positive sur la qualité de la vie. Développement politique et démocratique, modernisation politique et efficacité du système politique, ce qui reflète le système de partis qui prévaut dans l'État. Les partis politiques ont un rôle important à jouer dans l’élaboration des politiques publiques: c’est l’un des canaux de la participation politique des citoyens et un des canaux de la communication politique organisée dans la société, considéré par les politologues comme un pilier fort et organisé pour Relier le haut et la base.
