برنامج دعم قدرات الفاعلين المحليين(كابدال) في إطار تفعيل دور المجتمع المدني في التسيير البيئي المحلي-دراسة في التحديات التنظيمية والاجتماعية-

Résumé: تتناول الدراسة التحديات التنظيمية والاجتماعية لبرنامج دعم قدرات الفاعلين المحليين (كابدال) في إطار تفعيل دور المجتمع المدني في التسيير البيئي المحلي، والذي أطلقته وزارة الداخلية الجزائرية بالتعاون مع الإتحاد الأوربي وبرنامج الأمم المتحدة للتنمية ((PNUD، سنة 2016 تحت مسعى تحقيق مبدأ العمل المشترك لجميع الفاعلين في تنمية إقليمهم. تواجه المجتمع المدني في الجزائر العديد من التحديات في إطار التسيير البيئي المحلي وفق برنامج كابدال، منها تحديات تنظيمية من أبرزها ضعف علاقة المواطن بالإدارة، وعدم ضبط صيغ الديمقراطية التشاركية في التشريع الوطني، ومنها تحديات اجتماعية من ضمنها ضعف الوعي المحلي وغياب آليات الانخراط الشعبي في سياسة التسيير المحلي، حيث تشكل هذه التحديات عائقا للمجتمع المدني في للمشاركة في التسيير البيئي المحلي وفق آلية الديمقراطية التشاركية التي جاء بها برنامج كابدال. Abstract: The study addresses the organizational and social challenges of the Local Actors Support Program (Capdel) as part of the activation of the role of civil society in local environmental management, launched by the Algerian Ministry of Interior in cooperation with the European Union and the United Nations Development Programme (PNUD), in 2016 in an effort to achieve the principle of joint action for all actors in the development of their region. Civil society in Algeria faces many challenges within the framework of local environmental management in accordance with the Capdel programme, including organizational challenges, most notably the weakness of the citizen's relationship with management, and the failure to control the forms of participatory democracy in national legislation, including social challenges, including weak local awareness and the absence of mechanisms for popular engagement in local management policy, as these challenges pose an obstacle to civil society in participating in local environmental management in accordance with the mechanism of participatory democracy brought about by the Capdel program
