دور الإدارة المصرفية الرشيدة في ضمان مخاطر الائتمان المصرفي

Résumé: الملخص: يمثل التعامل مع المخاطر جوهر العمليات الائتمانية، ولضمان نجاحها وتغطية مخاطرها، لابد للإدارة المصرفية من أتباع مجموعة من الوسائل والإجراءات الكفيلة بتحقيق ذلك، إذ غالباً ما تقاس كفاءة الإدارة بمدى نجاح وفاعلية عملياتها الائتمانية، وتتمثل هذه الوسائل بتفعيل الدور الرقابي على الإدارة المصرفية وأنشطتها باستمرار، وأتباع قواعد الإدارة الرشيدة لتسيير أنشطتها وتعاملاتها الائتمانية، واتخاذ الإجراءات والضوابط اللازمة لاتخاذ القرار الائتماني وفق أسس صحيحة وسليمة. ان المتأمل في هذه القواعد القانونية يجدها بطريقة أو بأخرى تحاول وضع أسس غرضها النهائي تجنيب المصرف مخاطر الائتمان بوصفه أحد أهم الأنشطة المصرفية. ويهدف بحثنا هذا الى تسليط الضوء على دور الإدارة المصرفية الرشيدة في التقليل او تجنب المخاطر المترتبة على منح الائتمان. ومدى فاعلية القواعد القانونية في القانون العراقي لتحقيق هذا الغرض الكلمات المفتاحية: لجنة إدارة المخاطر، مراجعة العمليات الائتمانية ،التدقيق المصرفي، الإفصاح المصرفي. Abstract: Dealing with banking risk is the essence of credit operations.In order to ensure the success of credit operations and the coverage of their risks, banking management must follow a range of means and procedures to achieve this. Management efficiency is often measure by the success and effectiveness of its credit operations. These means are represent by activating the supervisory role on banking management and its activities continuously, following the rules of good governance to conduct its activities and credit transactions, and taking the necessary procedures and controls to make the credit decision according to sound and sound basis. The contemplator of these legal rules finds them in one way or another trying to lay the groundwork for their ultimate purpose to save the bank credit risk as one of the most important banking activities. This research aims to highlight the role of banking governance in minimizing or avoiding the risks of granting credit.
