الأمن الطاقوي...دراسة تحليلية للتهديدات الجديدة والحلول المتاحة

Résumé: ملخص تهدف هذه الدراسة إلى تسليط الضوء على قضية الأمن الطاقوي باعتبارها تعبر في الأساس على قدرة توفير الكمية المطلوبة من الطاقة بالنسبة لأي دولة ومجموعة موارد الطاقة للسوق الخاصة بها بأسعار مستقرة ومعقولة، والتقليل من التقلبات غير المتوقعة في الطلب على الوقود وموارد الطاقة (إمدادات الطاقة). وكنتيجة للأزمات التي عرفتها سوق الطاقة في الفترة الأخيرة بسبب عوامل جيوسياسية، فقد زاد الاهتمام بموضوع الأمن الطاقوي والبحث في أهم التهديدات والمخاطر الحديثة للطاقة. وبالنظر إلى أوضاع الطاقة العالمية في المستقبل القريب، سيتسم وضع الطاقة العالمي بالمنافسة الشرسة والتناقضات الجيوسياسية الحادة بين الدول التي تعتبر أكبر اللاعبين في سوق الطاقة العالمية، بسبب تعقيد توريد الأنواع الرئيسية منها وزيادة تكلفتها، من خلال انخفاض استدامة إمدادات الطاقة بسبب انخفاض الاعتماد على الوقود الأحفوري لصالح الطاقة المتجددة، وما ينتج عن ذلك من زيادة حادة في تقلب أسعار الطاقة في السوق الدولية. الكلمات المفتاحية: الأمن الطاقوي؛ الطاقة؛ التحول الطاقوي، التهديدات؛ الحلول. تصنيفات JEL : Q43, Q20 Abstract This study aims to shed light on the issue of energy security as it essentially expresses the ability to provide the required amount of energy for any country and its set of energy resources to its market at stable and reasonable prices, and to reduce unexpected fluctuations in the demand for fuel and energy resources (energy supply). As a result of the crises that have occurred in the energy market in the recent period due to geopolitical factors, interest has increased in the issue of energy security and research into the most important modern energy threats and risks. One of the most important results of the study is that the global energy situation will be characterized by fierce competition and sharp geopolitical contradictions between countries that are considered the largest players in the global energy market, due to the complexity of supplying the main types of energy and their increased cost, through a decrease in the sustainability of energy supplies due to the decrease in dependence on fossil fuels in favor of renewable energy.
