مدى فاعلية التجديد الاستثماري للوقف في تحقيق التنمية الاقتصادية ومحاربة شبح الفقر

Résumé: الملخص: أدى الوقف قديما دورا هاما في البناء الحضاري الإسلامي ومازالت بعض آثاره قائمة حتى الآن، و للأسف تضاءل هذا الدور رغم أن الحاجة ملحة لإحياء دور الوقف نظراً للمتغيرات التي يشهدها عالم اليوم في ظل العولمة ومن أهمها انتشار نظام رأسمالية السوق الحرة، وفي إطار الجهود الرامية لاستعادة الوقف لمكانته وأداء دوره الفاعل في الدول والمجتمعات الإسلامية المعاصرة، كما هو الحال في المملكة العربية السعودية، تأتي هذه المبادرة الكريمة حول الوقف وضوابطه في مجال الاستثمار ومجالات التجديد المادي الوظيفي والاستثماري للقطاع الوقفي في الاقتصاد الجزائري، حيث يناقش الوقف من جهتيه الدينية والقانونية، ويستشرف مجال استثماره من خلال محاور روعي فيها الدقة العلمية والقانونية مع الإشارة لمختلف المجالات الممكن التجديد فيها وظيفيا بالاستثمار لهذا القطاع في الاقتصاد الجزائري ومدى مساهمته في التنمية وتأمين مصادر دخل إضافية لمشاريع التنمية والنهضة في المجتمع ومدى مساهمته بشكل قوي في القضاء على كل من الفقر والبطالة. كلمات مفتاحية: الوقف، الاستثمار الوقفي، التنمية، التجديد المادي الوظيفي، الفقر. Abstract : The Endowment has played an important role in the Islamic civilization and some of its effects are still present, and unfortunately this role has diminished despite the urgent need to revive the role of Endowment due to the changes taking place in today's world in the light of globalization, the most important of which is the spread of the free market capitalism system, and within the framework of efforts to restore the Endowment to its status and play its active role in contemporary Islamic countries and societies, as in Saudi Arabia, comes this generous initiative on the endowment and its controls in the field of investment and areas of physical innovation and investment. The Endowment sector in the Algerian economy, where the Endowment is discussed from both religious and legal points, and the field of its investment is considered through the axes of scientific and legal accuracy, noting the various areas where it can be renewed functionally by investing in the Algerian economy, the extent to which it contributes to development and securing additional sources of income for development and renaissance projects in society, and the extent to which it contributes strongly to the eradication of both poverty and unemployment.
