أثر الانفاق الحكومي الصحي على النمو الاقتصادي في الجزائر دراسة قياسية للفترة (2000-2019)

Résumé: ملخص: يعتبر المورد البشري اللبنة الأولى لبناء أي اقتصاد وانتعاشه لذلك لا بد أن يتمتع بموفور الصحة ليساهم بطريقة ايجابية في الحركة التنموية، وفي ضوء هذا التقديم يتضح جليا الهدف من بحثنا وهو قياس أثر الانفاق الحكومي الصحي على النمو الاقتصادي في الجزائر خلال الفترة (2000-2019) عن طريق اعتماد نموذج اقتصادي مشتق من دالة Cobb-Douglas بحيث تم تقديره بطريقة المربعات الصغرى العادية. بعد استخدام أساليب تحليلية واحصائية باستخدام برنامج Eviews .9، تم التوصل الى وجود علاقة عكسية بين الانفاق الحكومي الصحي والناتج المحلي الاجمالي في الجزائر أي أن الانفاق الحكومي الصحي لا يساهم في النمو الاقتصادي بسبب عدة اختلالات تمس النظام الصحي كعدم تنظيم عملية تمويل القطاع الصحي وانتشار الفساد وسوء التسيير وغياب جودة الخدمات الصحية وعدم وجود تغطية صحية عادلة ومتوازنة بين ولايات الوطن وغياب تكوين الطاقم الطبي وشبه الطبي. كلمات مفتاحية: الانفاق الحكومي الصحي، النمو الاقتصادي، الاقتصاد القياسي تصنيفات JEL : I13؛ O4؛ C1 Abstract: The human resource is the first building block for any economy, so it must enjoy good health to contribute in a positive way to the development movement. Hence, the goal of our research is clear, which is to measure the impact of health government spending on economic growth in Algeria during the period (2000-2019) by adopting a model Economist derived from the Cobb-Douglas function, which was estimated by the ordinary least squares method. After using analytical and statistical methods using the Eviews program.9, it was found that there is an inverse relationship between health government spending and GDP in Algeria due to the lack of regulation of the health sector financing process, the spread of corruption, poor management, the absence of quality health services and the absence of a fair and balanced health coverage among the states of the country.
