التأثيرات الاقتصادية للاستثمار الأجنبي بنظام التراخيص في القطاع النفطي العراقي

Résumé: الملخص: يحتل الاستثمار مكانة مهمة في اقتصاديات الدول النامية ، ذا يساهم الاستثمار الأجنبي مساهمة فاعلة في التنمية الإقتصادية للبلدان المضيفة، لأن الإيرادات التي يوفرها هذا النوع من الاستثمارات تكون الأساس ليس في تغطية نفقات الدول المنتجة وتمويل ميزانيتها فحسب، بل إنه يرتب أيضاً مردودات اقتصادية اخرى تتعلق بتوفير فرص العمل واكتساب الخبرات، لذلك برزت الحاجة إلى الاستثمار الأجنبي في القطاع النفطي العراقي واختيار الحكومة العراقية الاعتماد نظام التراخيص النفطية كشكل من أشكال الاستثمار الأجنبي سيساعد على تجاور الصعوبات التمويلية والفنية لتطوير القطاع النفطي العراقي، لاسيما ان نظام التراخيص يعد من أفضل السياسات التي تبنتها الحكومة العراقية منذ اكتشاف النفط من خلال جذب العديد من الشركات الأجنبية للاستثمار في القطاع النفطي، الا هذا ان نظام التراخيص برغم من آثاره إيجابية في المجالات الاقتصادية والاجتماعية والسياسة في العراق، الا ان له العديد من الآثار السلبية لهذا على القطاع النفطي العراقي وهو ما نحاول بحثه في هذه الدراسة. Abstract:Investment occupies an important place in the economies of developing countries, including all fields. Foreign investment makes an effective contribution to the economic development of the host countries, because the revenues provided by this type of investment are the basis not only for covering the expenses of the producing countries and financing their budgets, but it also arranges economic returns. Others are related to providing job opportunities and gaining experience. Therefore, the need for foreign investment in the Iraqi oil sector emerged, and the Iraqi governments choice to adopt the oil licensing system as a form of foreign investment will help overcome the financing and technical difficulties to develop the Iraqi oil sector, especially since the licensing system is still one of the best policies that The Iraqi government has adopted it since the discovery of oil by attracting many foreign companies to invest in the oil sector. However, the licensing system, despite its positive effects in the economic, social and political fields in Iraq, has many negative effects on the Iraqi oil sector, which is what the Iraqi government is trying to achieve. Researched in this study.
