المبادئ التوجيهية الدولية للمناطق الصناعية -إسقاط على وضعية المناطق الصناعية في الجزائر-

Résumé: يهدف هذا البحث إلى معرفة مدى اعتماد الجزائر على المبادئ التوجيهية الدولية للمناطق الصناعية، في بناء تصورها ومقارباتها حول هذه المناطق ضمن مسارات الإعداد لبيئة استثمارية محفزة تستهدف القطاع الصناعي، لتحقيق أهداف التنمية الصناعية، نظرا لأن القطاع الصناعي يعتبر وعاء مهم لاستقطاب اليد العاملة، بالإضافة لقدرته الكبيرة في المساهمة في الناتج المحلي، حيث توصلنا إلى أن الجزائر اعتمدت على هذه المبادئ بطموح كبير، يمكن استقراءه من بنية النصوص القانونية والتنظيمية المتعلقة بالعقار الصناعي والمناطق الصناعية الجديدة خاصة بعد صدور القانون 23-17 المتعلق بالعقار الاقتصادي، إلا أن الميدان ونتيجة لتراكمات فترات سابقة، لا يستجيب بشكل مثالي مع الأطر الجديدة للمناطق الصناعية في الجزائر وفق محددات التقييم الواردة في المبادئ التوجيهية، ولهذا يجب العمل على تعزيز خلق بدائل مؤسساتية خاصة تنسجم وطموحات مهندسي السياسات العمومية في هذا الجانب. كلمات مفتاحية: التنمية الصناعية، الاستثمار، المناطق الصناعية، البيئة الاستثمارية، العقار الصناعي This research aims to determine the extent to which Algeria relies on international guidelines for industrial zones in formulating its perspectives and approaches towards these areas within the frameworks of preparing an investment-friendly environment targeting the industrial sector to achieve industrial development goals. It is recognized that the industrial sector is a significant vessel for workforce attraction and contributes substantially to the GDP. It has been found that Algeria has ambitiously embraced these principles, evident in the structure of legal and regulatory texts concerning industrial real estate and new industrial zones, particularly following the enactment of Law 23-17 related to economic real estate. However, due to accumulated challenges from previous periods, the alignment with the new frameworks for industrial zones in Algeria does not respond optimally to the evaluation criteria outlined in the guidelines. Therefore, there is a need to enhance the creation of specialized institutional alternatives that align with the aspirations of public policy engineers in this regard.
