تجارة الرقائق الالكترونية عبر مضيق تايوان؛ بين المصالح الاقتصادية والتنافس السياسي

Résumé: ينبئ العقد الثالث من القرن الحالي ببداية عهد آخر للصراع الدولي أساسه التحكم في التكنولوجيا خاصة تلك المرتبطة ببرامج الذكاء الاصطناعي والحوسبة الكمِّيّة؛ وما ارتبط بهما من أمن سيبراني وتحصيل المعادن النادرة التي تدخل في تصنيع معداتها. وهذا ما دفع باتجاه تنافس الدول في مقدمتها الصين والولايات المتحدة الأمريكية للسيطرة على الأقاليم التي تتوفر على المواد الأولية لهذه التكنولوجيات من جهة، وكذا أماكن التصنيع وطرق تجارتها من جهة أخرى. وهنا يبرز مضيق تايوان باعتباره أبرز المضائق المرتبطة بتجارة الرقائق الالكترونية. وعليه نهدف إلى فهم التوجه القادم في الصراع الدولي في إقليم يعرف أصلا باحتدام الصراع فيه بين كل من الصين وتايوان المدعومة من قبل الولايات المتحدة الأمريكية. من خلال البحث توصلنا إلى أن حدة الصراع التكنولوجي الدولي ستزيد من حدة الصراع في مضيق تايوان. وهو ما سينعكس بدوره على الأمن في كامل إقليم شرق آسيا. وأن خطوط الصراع الدولي القادم سترسمه خطوط التصنيع التكنولوجي سواء ما تعلق بمناطق التصنيع أو أقاليم المواد الأولية لهذه الصناعة. This century heralds the beginning of another era of international conflict based on control of technology. This has led to competition between countries, led by China and the United States of America, to control the regions that have the raw materials for these technologies on the one hand, as well as the manufacturing sites and their trade routes on the other hand. Here, the Taiwan Strait emerges as the most prominent strait associated with the trade of electronic chips. We aim to understand the upcoming trend in the international conflict in the Taiwan Strait. We have concluded that the intensity of the international technological conflict will increase the intensity of the conflict in the Taiwan Strait. This will in turn be reflected in security in the entire East Asia region. The lines of the upcoming international conflict will be drawn by the lines of technological manufacturing, whether related to manufacturing areas or the regions of raw materials for this industry.
