متطلبات تبني التسيير العمومي الجديد من اجل تفعيل التنمية في الجزائر

Résumé: تهدف هذه الورقة الي معالجة موضوع المناجمنت العمومي الجديد (NPM)من حيث مفهومه ,إبعاده ومتطلبات تطبيقه في الجزائر إنّ إصلاح وإعادة هيكلة المنظمات العامة فرضت على الدول تطوير طرق وآليات جديدة في مجال التسيير و كذلك في الجوانب التنظيمية. فحركة هذا الإصلاح عرفت باسم التسيير العمومي الجديد، إنها بدأت في بريطانيا, نيوزيلندا و الولايات المتحدة الأمريكية في الثمانينات واتسعت إلى كثير من الدول المتقدمة و النامية عبر العالم فيما يتعلق بالجزائر فيوجد تأخر في تكييف الإدارة العمومية مع متطلبات المناجمت العمومي الحديث .هذا التأخر يتوجب عليها مواجهته، لجعل الإدارة الجزائرية أكثر كفاءة و فعالية في خدمة التنمية. من هذا المنطلق، بحثنا في هذه الورقة مدى أهمية طرح التسيير العمومي الجديد كبراد يغم لإصلاح وتعزيز كفاءة وفعالية المنظمات الحكومية ضمن ثلاثة محاور رئيسية 1. الإطارالمفاهيمي للتسيير العمومي الجديد، 2. المبادئ التي ساهمت في بلورة معالمه 3. حالة الجزائر من حيث متطلبات الإصلاحات الضرورية لإدخال التسيير العمومي الجديد This paper aims to address the issue of the New Public Mining (NPM) in terms of its concept, its dimensions and the requirements for its application in Algeria. The reform and restructuring of public organizations forced states to develop new methods and mechanisms in the field of management as well as in the organizational aspects. The movement for this reform was known as the new public management. With regard to Algeria, there is a delay in adapting the public administration to the requirements of the modern public mines. We discussed in this paper the importance of introducing the new public administration as a refrigerator to reform and enhance the efficiency and effectiveness of government organizations within three main axes. 1.
