البعد الإستراتيجي للإدارة الإلكترونية للمرافق العمومية الصحية –تجربة المملكة العربية السعودية ودولة استونيا أنموذجا

Résumé: ملخص: تهدف هذه الورقة البحثية إلى إبراز البعد الإستراتيجي للإدارة الإلكترونية للمرافق الصحية العمومية، ودورها في تعزيز الخدمات الصحية، كتطبيقات الصحة الرقمية، والسجلات الصحة الإلكترونية، وغيرها من التقنيات والأنظمة المعلوماتية الرقمية التي أتاحتها تكنولوجيا الاتصال الحديثة، والتي تسعى من خلالها الدول إلى توفير خدمات صحية تستجيب لتطلعات المواطن وتواكب التطور التقني والتكنولوجي الحاصل في شتى المجالات. لقد ساهمت رقمنة المرافق العمومية الصحية في تحسين الرعاية الصحية والرفع من الأداء وتحقيق الجودة في تقديم هذه الخدمات، كما ساهمت في القضاء على عقبات بعد المسافة وتوفير الوقت ومختلف المشاكل التي يواجهها المستخدمون والمرضى لهذه المرافق. سنستعرض كذلك خلال هذه المداخلة تجارب رائدة في مجال الإدارة الإلكترونية للمرافق الصحية العمومية، كتجربة المملكة العربية السعودية وتجربة إستوانيا كتجربتان رائدتين في مجال الصحة الرقمية. الكلمات المفتاحية: الإدارة الإلكترونية؛تكنولوجيا المعلومات والاتصال؛ الخدمات الصحية الإلكترونية؛ الصحة الرقمية . *** Abstract: This research paper aims to highlight the strategic dimension of the electronic management of public health facilities, and its role in promoting health services, such as digital health applications, electronic health records, and other digital information technologies and systems made available by modern communication technology, through which countries seek to provide health services that respond To the aspirations of the citizen and keep pace with the technical and technological development taking place in various fields. The digitization of public health facilities has contributed to improving health care, raising performance and achieving quality in the provision of these services. It has also contributed to eliminating obstacles to distance, saving time and various problems faced by users and patients of these facilities. During this intervention, we will also review pioneering experiences in the field of electronic management of public health facilities, such as the experience of the Kingdom of Saudi Arabia and the experience of Estonia as pioneering experiences in the field of digital health.
