مساهمة صندوق التضمان و الضمان للجماعات المحلية (csgcl)في تمويل ميزانية البلدية - دراسة حالة بلدية شلالة العذاورة خلال الفترة 2019/2020

Résumé: تهدف هذه الدراسة إلى تسلیط الضوء على دور صندوق التضامن والضمان للجماعات المحلیة (CSGCL) في تمويل البلدیات باعتباره مؤسسة عمومیة ذات طابع تمويلي . حيث تطرقنا في الجانب النظري إلى تقدیم إطار مفاهیمي لصندوق التضامن والضمان للجماعات المحلیة. أما فیما یخص الجانب التطبیقي فقد قمنا بدراسة حالة على مستوى بلدیة شلالة العذاورة بالتركيز على دور صندوق التضامن والضمان في تمويل بلدیة شلالة العذاورة للتعرف عن قرب على مختلف التدخلات المالیة والإعانات المقدمة فعلیا من قبل صندوق التضامن والضمان للبلدیة خلال الفترة) 2019 – 2022) و إبراز أهميته في تمويل البلدیة. وقد خلصت هذه الدراسة في النهایة إلى مجموعة من النتائج أهمها أن صندوق التضامن والضمان يتولى تقدیم إعانات مالیة للجماعات المحلیة من شأنها التخفیف من العجز المالي لبلدیة شلالة العذاورة ، وكذا مساعدتها على تحقيق قدر من التنمیة خصوصا وأنه یساهم في تمويل قسمي التسيير والتجهيز لميزانیة البلدیة وهو ما أظهرته المبالغ المالیة المعتبرة التي یخصصها الصندوق سنويا لبلدیة شلالة العذاورة بمختلف الصیغ . الكلمات المفتاحية : صندوق التضامن والضمان للجماعات المحلیة، تمويل البلدیة ، الجماعات المحلیة. Abstract This study aims to shed light on the rôle of the Solidarity and Guarantee Fund for Local Communities (CSGCL) in financing municipalities as a public institution of a financing nature. Where we touched on the theoretical side to provide a conceptual framework for the Solidarity and Guarantee Fund for local communities. As for the practical aspect, we have conducted a case study at the level of the municipality of Chellalet El Adhaoura focusing on the role of the Solidarity and Guarantee Fund in financing the municipality of Chellalet El Adhaoura to get acquainted with the various financial interventions and subsidies actually provided by the Solidarity and Guarantee Fund for the municipality during the period (2019-2022) and to highlight its importance in financing Municipal. This study concluded in the end to a set of results, the most important of which is that the Solidarity and Guarantee Fund undertakes the provision of financial funds to local groups that will alleviate the financial deficit of the municipality of Chellalet El Adhaoura , as well as help them achieve development, especially as it contributes to financing the management and preparation departments of the municipality’s budget, which was shown by the financial amounts The significant amount allocated by the Fund annually to the municipality of Chellalet El Adhaoura in various forms.
