أثر الحوكمة البنكية في تحقيق الاستقرار المالي داخل المنظومة البنكية الجزائرية: دراسة تحليلية لبنك الجزائر للفترة (2014-2021)

Résumé: تهدف هذه الدراسة إلى إبراز أثر الحوكمة البنكية في تحقيق الاستقرار المالي، من خلال إجراء دراسة تحليلية لبنك الجزائر خلال الفترة (2014-2021) ومعالجة الجوانب المختلفة التي تعزز الاستقرار المالي داخل النظام البنكي. توصلت الدراسة إلى أن نسب الملاءة للقطاع البنكي تجاوزت متطلبات الحد الأدنى للقواعد الاحترازية الموصى بها في إطار اتفاقية بازل 3، خاصة الأموال الخاصة القاعدية والملاءة الكلية. تحد ملكية الدولة لمعظم البنوك العاملة في الجزائر من المنافسة الشفافة بينها، وهذا غالبا ما يؤدي إلى عدم الاستقرار المالي في النظام البنكي، فيجب على بنك الجزائر أن يلعب دوره في تعزيز الاستقرار المالي من خلال إصدار اللوائح والقواعد التنظيمية وفرض الرقابة الإشرافية على عمل البنوك. الكلمات المفتاحية: الحوكمة، الاستقرار المالي، النظام البنكي، مؤشرات السلامة مالية. Abstract : This study aims to highlight the impact of banking governance on achieving financial stability by conducting an analytical study of the Bank of Algeria during the period (2014-2021) and addressing the various aspects that enhance financial stability within the banking system. The study concluded that the solvency ratios of the banking sector exceeded the minimum requirements of the prudential rules recommended under Basel III, especially in terms of Tier 1 capital and total solvency. The state ownership of most of the banks operating in Algeria hinders transparent competition among them, which often leads to financial instability in the banking system. Therefore, the Bank of Algeria must play its role in enhancing financial stability by issuing regulations and regulatory rules and imposing supervisory oversight on banks' operations Keywords: Governance, Financial Stability, Banking System, Financial Safety Indicators.
