الهجرة الدولية بين مقتضيات الابعاد والالتزام بعدم الاعادة القسرية

Résumé: ملخص: يتمخض عن الهجرة المختلطة تدفقات بشرية حول أرجاء العالم فيختار المهاجرين لأسباب اقتصادية بشكل خاص التنقل من أجل تحسين حياتهم، فيما يتحرك أفراد آخرين بشكل غير طوعي خوفا من الاضطهاد أو العنف وظروف أخرى مخلة بالأمن، وبالتالي يجري التفريق بين اللاجئين والمهاجرين الكامن في الفرق القانوني الواسع بينهما فاللاجئ له إطار قانوني متعارف عليه ضمن اتفاقية 1951 وبروتوكولها لسنة 1967 فيحضر تبعا لذلك إعادة اللاجئين أو إبعادهم لأن ذلك يؤدي إلى عواقب وخيمة على حياتهم وسلامتهم. Abstract Mixed migration results in human flows around the world. Economic migrants in particular choose to move in order to improve their lives, while others move involuntarily out of fear of persecution, violence and other insecure conditions, thus distinguishing between refugees and migrants within the wide legal divide between them, Refugees have a legal framework recognized by the 1951 Convention and its 1967 Protocol, and accordingly bring repatriation or expulsion of refugees because this has serious consequences for their lives and safety.
