دور سياسة الجوار الأوروبية في تفعيل الحوار الأورومتوسطي

Résumé: تعد سياسة الجوار الأوروبي إحدى الصيغ الأوروبية التي تبلورت وفق التصور الأوروبي من أجل دعم وتعزيز الهدف الأساسي للشراكة الأرو-متوسطية، القائم على دعم الاستقرار والأمن المتوسطي في ظل الالتزام المتبادل بالقيم المشتركة بما فيها الديمقراطية، سيادة القانون، الحكم الراشد، احترام حقوق الانسان. تعتبر فترة ما بعد الحرب الباردة مرحلة فاصلة في تحديد طبيعة العلاقات ما بين ضفتي المتوسط، حيث دفعت إلى استبدال مفاهيم الصراع والهيمنة بمفاهيم الشراكة والتقارب والحوار من أجل إقامة منطقة رخاء متبادل بين الشمال والجنوب، وهو ما تجسد من خلال بروز تكتلات أورومتوسطية كإطار جديد للعلاقات في المتوسط. وعليه سنحاول من خلال هذه الدراسة سرد أهم العناصر المتعلقة بجذور الفكرة الأورومتوسطية وأهم محطات الحوار الأورومتوسطي بين دول ضفتي للمتوسط، حيث سيتم التركيز على دور سياسة الجوار الأوروبية في تفعيل هذا الحوار. The European Neighbourhood Policy is one of the European formulas that have been shaped according to the European vision in order to support and strengthen the basic goal of the Euro-Mediterranean Partnership, which is based on supporting Mediterranean stability and security in the light of mutual commitment to common values, including democracy, Supremacy of Law, good governance and respect of human rights. The post-Cold War period is considered a watershed stage in defining the nature of relations between the two shores of the Mediterranean, as it pushed to replace the concepts of conflict and hegemony with concepts of partnership, rapprochement and dialogue in order to establish a zone of mutual prosperity between North and South, which was embodied by the emergence of Euro-Mediterranean blocs as a new framework for relations in the Mediterranean area. Therefore, through this study, we will try to list the most important elements related to the roots of the Euro-Mediterranean concept and the most important milestones of the Euro-Mediterranean dialogue between the countries of the two shores of the Mediterranean, where the focus will be on the role of the European Neighbourhood Policy in enforcing this dialogue.
