Résumé: تعتبر الجزائر من الدول المنتجة للنفط وذات الاقتصاد الأحادي الجانب تعتمد بشكل رئيسي على المورد الريعي في تمويل موازنتها وتوفير مستلزماتها، وحالة كهذه جعلتها تدور في فلك أسواق النفط، مما جعلها تعاني من مشاكل مالية كبيرة خاصة عند انخفاض أسعار النفط. وفي ظل هذه الوضعية أصبح من الضروري البحث عن البدائل الإستراتيجية الممكنة لإيجاد موارد تسمح بتغطية حجم الإنفاق وتعزيز مستوى التنمية الاقتصادية. وتعتبر عملية إحلال الجباية العادية محل الجباية البترولية من البدائل المطروحة منذ تسعينات القرن الماضي لتقليل الاعتماد على العائدات البترولية، وهذا لا يعني زيادة معدلات الضرائب أو أنواعها وإنما يتطلب الأمر توسيع القاعدة الجبائية وخلق نظام جبائي كفء وفعال من خلال التوجه نحو القطاع الصناعي والسياحي والزراعي وكذا القطاع الخدماتي، وهذه القطاعات يجب أن تعمل في ظل مناخ أعمال ملائم، ويعتبر النظام الجبائي أحد مكونات مناخ الأعمال. الكلمات المفتاحية: إحلال، صدمة نفطية، اقتصاد ريعي، جباية عادية، جباية بترولية. Abstract. Algeria is considered the oil-producing countries and with unilateral economy mainly depends on the rentier resource in financing its budget and provide its accessories, This position made it orbiting in the oil markets, so Making it suffers from large financial problems when oil prices decline. In the light of this situation, it has become necessary to search for possible strategic alternatives to find the resources to cover the expenditure size and enhance the level of economic development. The process of Establishing regular collection replace petroleum considered the alternatives suggested since the nineties of the last century to reduce dependence on oil revenues, This does not means increasing the tax rates or it kinds but it requires the expansion of tax base and the creation of an efficient and effective tax system through orientation towards the industrial, tourism and agricultural sector, as well as public services, These sectors must be operate under an appropriate business environment and tax system considered is one of the components of the business environment.
