النزاع في مالي: من النزاع بين المكونات الإثنية والحكومة المركزية إلى الانفلات الأمني

Résumé: تتناول هذه الدراسة بالتحليل الجذور التاريخية للنزاع في دولة مالي، وكذا أطرافه الداخلية المنخرطة فيه من جهة، والأطراف الخارجية المؤثرة من جهة أخرى. وتستهدف الدراسة معرفة الأسباب التي أدت إلى نشوب هذا النزاع وتفاقمه، وفهم الأدوار التي تلعبها جميع الأطراف وكيفية تأثيرها في النزاع لكي يتحول إلى بؤرة توتر إقليمية بل ودولية جديدة. وقد خلصت الدراسة إلى أن الإنفلات الأمني في شمال مالي لن يحله أي اتفاق برعاية أطراف خارجية، إن لم تعمل الأطراف الداخلية على تلافي الخلافات واستشعار المصلحة المشتركة التي تضمنها الوحدة الإقليمية لدولتهم. This study analyzes the historical roots of the conflict in the state of Mali, as well as the internal parties involved in it on one hand, and the influential external parties on the other hand. The study aims to know the causes that led to the outbreak and intensification of this conflict, and also to understand the roles played by all the parties, and furthermore, the way they affected this conflict until it turned to a new regional and international flash point. The study concluded that the insecurity in northern Mali will not be resolved by any agreement sponsored by foreign parties, unless the internal parties work to eliminate disagreements and sense the common interest that is guaranteed by the regional integrity of their state.
