دور الاتحاد الأوروبي في تعزيز حوكمة الهجرة المناخية

Résumé: تقوم مسؤولية الاتحاد الأوروبي ضمن المسؤولية المشتركة والمتباينة للدول في التخفيف والتكيف مع الآثار الضارة للتغيرات المناخية التي تقوض فرص الشعوب في الحفاظ على سبل العيش المستدام في بلدانهم الأصلية، مما يدفعهم للنزوح والهجرة بشكل قسري أو طوعي. من هذا المنطلق يسعى الاتحاد الأوروبي في إطار حوكمة الهجرة المناخية ببعديها الإقليمي والعالمي، إلى الحد من المخاطر التي تهدد نازحي المناخ في سياق التنفيذ المشترك للالتزامات الدولية من خلال تعزيز استراتيجيات الاستجابة و إعطاء الأولوية للتكيف مع الاحتباس الحراري في بلدان المنشأ؛ لن يتأتى ذلك إلا من خلال اعتماد نهج استباقي لحماية ضحايا التغيرات المناخية ودعم سبل تكيف مهاجري ونازحي المناخ معها، وضبط وتنظيم تدفقات الهجرة المناخية الآمنة من جهة، وإعمال ترتيبات مؤسساتية لإجلاء نازحي المناخ من جهة أخرى. The responsibility of the European Union is part of the common and differentiated responsibility of states, to mitigate and adapt to the harmful effects of climate change. That undermine peoples' opportunities to maintain sustainable livelihoods in their countries of origin, which drives them to forcible or voluntary displacement and migration. The European Union, as a race to support issues of mitigating the effects of global warming, seeks to reduce the risks to climate displaced persons. Within the framework of joint implementation of international commitments by strengthening response strategies, while prioritizing adaptation in countries of origin within a more effective governance of regional and global climate migration; this will only be possible. Through adopting a proactive approach to protect victims of climate change, and support ways of adaptation by climate migrants and displaced persons, controlling and organizing safe climate migration flows on the one hand, implementing institutional arrangements for the evacuation of climate displaced on the other hand.
