سياسة الخصخصة : الآثار وشروط النجاح

Résumé: هدفت هذه الدراسة إلى استعراض الأدبيات الاقتصادية حول سياسة الخصخصة كتعريفها، التعرف على الأهداف المتوخاة منها والأثار المتأتية عادة من هذا الإجراء كالأثار الاقتصادية والأثار الاجتماعية، وتسليط الضوء على شروط نجاح الخصخصة. من نتائج هذه الدراسة أن الآثار الاقتصادية للخصخصة إيجابية إلى حد كبير، في حين أن آثارها الاجتماعية غير واضحة، وحتى تنجح الخصخصة ويتم تحقيق الاستفادة القصوى من آثارها الإيجابية و التقليل من آثارها السلبية، يتعين وجود شروط تتهيأ من أجل ذلك أهمها: تهيئة الرأي العام للقيام بالخصخصة، تهيئة المناخ العام لتنفيذ برنامج الخصخصة، تدني مستويات الفساد، تطوير السوق المالية ، والتخفيف من الأثر الاجتماعي للخصخصة. This study aimed to review the economic literature on the privatization policy as its definition, identify the intended goals and the effects derive from this procedure, such as the economic and social effects, and identify the conditions for the success of privatization. One of the results of this study is that the economic effects of privatization are positive, while its social effects are not clear, and in order for privatization to succeed, conditions must be prepared for this, the most important of which are: Prepare public opinion, creating a general climate for implementing the privatization program, decreasing levels of corruption, developing the financial market, and mitigating the social impact of privatization.
