الدّور الأمني للمنظمات غير الحكومية في المنطقة العربية (2011-2017) Security Role Of Ngo's In The Arab Region (2011-2017)

Résumé: تحدّدت مشكلة الدراسة في تقصّي الدور الأمني للمنظمات غير الحكومية، في عدد من البلدان العربية في الفترة 2011-29017". وكان هدف الدراسة الوقوف على الخلفية التاريخية للمنظمات غير الحكومية في المنطقة العربية، وتحديد الدور الأمني للمنظمات غير الحكومية في المنطقة العربية في الفترة 2011-2017، وتحليل انعكاسات الدور الأمني للمنظمات غير الحكومية في المنطقة العربية في تلك الفترة. واستخدمت الدراسة المنهج الوصفي-التحليلي والمنهج التاريخي. وقد تحققت فرضية الدراسة التي مفادها: "قامت بعض المنظمات غير الحكومية بدور أمني سلبي في المنطقة العربية في الفترة (2011-2017)". • وتوصلت الدراسة إلى وجود انعكاسات للدور الأمني للمنظمات غير الحكومية في المنطقة العربية (2011-2017)، من أهمها المساس بسيادة الدولة، وأوصت الدراسة بضرورة بناء قاعدة بيانات لرصد المنظمات غير الحكومية، الوطنية والإقليمية والعالمية الناشطة في المملكة الأردنية الهاشمية، ومحاولة تصنيفها بصورة موضوعية غير منحازة. The problem of the study was to investigate the security role of non-governmental organizations (NGO's) as identified in a number of Arab countries in the period 2011-29017. The study utilized the descriptive-analytical approach and the historical approach. The hypothesis of the study was that "some NGOs have played a negative political and security role in the Arab region in the period 2011-2017." The study identified the implications of security role NGO's in the Arab region (2011-2017), of which the most important was the violation of the sovereignty of the state. The study found that the negative security role of NGO's in the Arab region 2011-2017 was not the prevailing general feature, but the exception. In conclusion, the study presented a number of recommendations, the most important of which was the need for the official organs of the state and public opinion to be careful in disseminating any viewpoint on the negative political and security role of NGOs due to the wide disparities and differences between them.
