أمننة الهجرة غير الشرعية والأمن المجتمعي في سياسات الإتحاد الأوروبي: قضايا إشكالية من منظور ما بعد بنيوي

Résumé: تتوخى هذه الدراسة تسليط الضوء على مسار تطور أمننة الهجرة غير الشرعية في سياسات الإتحاد الأوروبي، مبرزةً أهم مراحلها، آلياتها، والمحاذير المترتبة عليها، كما تتفحص الدراسة طبيعة العلاقة التي تربط الهجرة غير الشرعية بالأمن المجتمعي الأوروبي، وذلك بالاستناد إلى الإسهامات الرئيسة التي قدمتها مدرسة كوبنهاغن للدراسات الأمنية كإطار جديد لتحليل الظواهر الأمنية المستجدة في عالم ما بعد الحرب الباردة، كما تبحث الدراسة بشكل رئيس في أسباب هيمنة نهج الأمننة على سياسات الإتحاد الأوروبي لمواجهة هذه الظاهرة، وذلك بالاستعانة بالاستبصارات الهامة التي يمكن أن تزودنا بها المقاربة ما بعد البنيوية بشأن طبيعة العلاقة الموجودة بين القوة والمصلحة والخطاب. This study aims to shed light on the development path of the securitization of illegal immigration in the policies of the European Union, highlighting its most important stages, mechanisms, and resulting caveats. The study also examines the nature of the relationship between illegal immigration and European societal security, based on the major contributions made by the Copenhagen School of Security Studies as a new framework for analyzing emerging security phenomena in the post-Cold War world. The study also mainly examines the reasons for the dominance of the securitization approach in the policies of the European Union to confront this phenomenon, using the important insights that the post-structuralist approach can provide us with regarding the nature of the relationship between power, interest, and discourse.
